Page 2 <br />• Create a part-time ED position within the City’s Department of Community <br />Development to be funded by the HRA. While Community development does <br />not currently employ a staff person with the capacity and/or expertise to provide <br />for the HRA ED position, it may be possible to add a part-time employee that <br />does have such capacity and/or expertise. Salary for a 22 hour-per-week <br />employee with benefits is estimated at approximately $45,000 per year in salary <br />and benefits (although it may be more likely to find a qualified applicant desirous <br />of a position at 24+ hours per week). <br />or <br />• Seek to have the Community Development Director serve as the HRA <br />Executive Director . In my role as Community De velopment Director, I currently <br />do not have “excess capacity.” The possibility of my fulfilling the role of the ED <br />would require the reallocation of the personnel within the Community <br />Development department in order to provide me the time to fulfill this new duty. <br />This reallocation would likely add duties to other staff people (most of whom are <br />also working at their full capacity) and would likely result in a modification of their <br />job duties and possibly a commensurate salary adjustment. Two such <br />reallocations might include enhancing the role of the City Planner to be the <br />primary staff to the Planning Commission and reallocating some duties of the <br />Economic Development Associate to provide support to the director as ED. Any <br />of these actions would require City Council support. The costs associated with <br />the HRA funding ten hours-per-week of the director’s salary and benefits and ten <br />hours-per-week of the Economic Development Associate’s salary and benefits <br />would be approximately $45,000. I have reservations whether I can successfully <br />fulfill this role while meeting the other demands of his duties and the expectations <br />of other stakeholders. <br /> <br />There may be other staffing options that I have overlooked or assumptions regarding the <br />HRA’s needs that I have misinterpreted. If this is the case, we can further explore other <br />alternatives that the HRA deems appropriate.
