<br />Community Development Department <br /> <br />Memo <br />To: Housing and Redevelopm ent Authority Members <br />cc: Bill Malinen, City Manager <br />From: John Stark, Community Development Director <br />Date: January 10, 2006 <br />Re: HRA Staffing Issues <br />In the past several months, the Finance Subcommittee of the Roseville HRA has <br />asked me to explore alternative options for staffing the HRA. My understanding is <br />that this request comes as a response to concerns regarding: the ongoing <br />“connection” between the HRA and the City (including its staff); the increased hourly <br />cost of employing Cathy Bennett as the HRA Executive Director on a contractual <br />basis, and; a desire to expand the programming of the HRA. <br /> <br />In making this analysis, I have assumed that the HRA wants to keep their annual <br />costs for staffing the duties currently performed by Cathy at approximately $45,000. <br />Based on that assumption, the following could be considered as potential staffing <br />alternatives for the HRA: <br /> <br />Staffing of the Executive Director position <br /> <br />• Continue employing a contract employee as the ED with additional emphasis <br />by that employee and by city staff to foster and maintain the appropriate level of <br />coordination. Such steps by the ED could include: regular city hall office hours, <br />regular attendance of Community Development staff meetings, a weekly meeting <br />with the CD director, etc. The costs associated with continuing to employ Cathy <br />Bennett as the ED contractually limited to $45,000. An analysis of the time <br />dedicated by Cathy to the ED position in 2006 was approximately 13 hours per <br />week. With changes in Cathy’s billing rate and the addition of the part-time <br />Department Assistant position (partially funded by the HRA), it is thought that <br />Cathy’s devotion of time to the HRA would be reduced to approximately 9 hours <br />per week. My professional opinion is that the duties that Cathy is able to <br />complete in a 9 – 13 hour work week would likely take another employee 15 – 20 <br />hours; this is due to Cathy’s historical knowledge, her abilities and the efficiency <br />she brings to the job. <br /> <br />or <br />
