Public Hearing <br /> <br />a. Public Hearing Regarding HRA Citizen A dvisory Group Recommendations on Rental <br />Housing in Roseville (HF36) <br /> <br />Chair Majerus opened the public hearing and asked that facilitator of the Citizen Advisory Group, <br />Barbara Raye, present information regardi ng the process and their recommendations. <br /> <br />Mr. Raye provided a summary of the process and purpo se of the Group. In addition, she summarized the <br />recommendations as follows: <br /> <br />Recommendation #1 — Strengthen the administrative ticket to ol attached to existing ordinances <br />by: a) creating and escalating fi ne structure and b) working w ith Ramsey County tax collection <br />to add unpaid administrative tickets as an assessment on the property tax. <br /> <br />Recommendation #2 — City Council take action to allow c ode enforcement staff to initiate a <br />court citation process without a public hearing by the City Council, with the understanding that <br />there would be safeguards in place to prevent abuse of the process. <br /> <br />Recommendation #3 — The City to implement a mandatory Rental Registration Program. The <br />program would contain the fo llowing characteristics: <br />a. It will apply to property owne rs who rent buildings with 4 units or less. (This includes: <br />fourplexes, triplexes, duplexes , and single-family houses.) <br />b. The program applies to propert y owners who have unrelated boarders where the intention <br />is that people share costs for rent and other ex penses, such as college students sharing a 4 <br />bedroom house even if the house is owned by one student or his/her parent. Single family <br />houses where people are temporary boarders within the same living unit as the owner are <br />not included. <br />c. The registration form will include: <br />i. Name <br />ii. Address of property owner <br />iii. Name and address of local contact if prope rty owner lives out-of-state all or part <br />of the time <br />iv. Number of bedrooms (to be cross-refe renced against prope rty tax records) <br />v. Number of baths (to be cross-refere nced against property tax records) <br />d. Registration is required when the program is initiated or with change in ownership. <br />e. The registration fee will be nominal. (approximately $25) <br />f. Fees generated from initial implementation w ill be used to inform property owners and <br />promote the program, create a database that is compatible with othe r databases used for <br />reporting, data entry, creating an on-line re gistration and payment page on the City’s <br />website <br />g. A statement and checkbox to indicate that the registrant agrees to cooperate with code <br />enforcement inspectors based upon a credible , written complaint in accordance with
