2 <br />current laws that allow landlords and code s staff to enter a rental property upon 24-hour <br />notice or in the event of an emergency. <br /> <br />Recommendation #4 — Suspend further action on the curre nt draft rental licensing ordinance <br />for two (2) years. This will allow one (1) year for implementation of the rental registration <br />program and the Property Maintenance Code and other recommendations and have at least one <br />full year of accurate data collection. At that time, there shou ld be adequate data and experience <br />with existing tools to assess the need for a more detailed rental licensing program where <br />inspection is required or to a ddress other issues as needed. <br /> <br />Recommendation #5 — Establish an institutional relations hip with Northwestern College and <br />any other interested colleges to create an edu cational program for stude nts and parents and to <br />develop a process for working with the college (s) on complaints that may involve students. <br /> <br />Recommendation #6 —Allocate RHRA resources to create a comprehensive education program <br />associated with rental property and city codes. The program would address such topics as the <br />Property Maintenance Code, landlord and tenant rights and responsibilitie s, rental occupancy <br />limits, and resources available to both propert y owners and renters etc. The program and <br />materials would be modified to address a range of audiences including realtors, colleges and <br />college students, citizens, a ll property owners, etc. The program should also include <br />development of an official City pamphlet on th e Rental Registration Program, pertinent codes <br />and regulations, and landlords and tenants responsibi lities. An investigati on should be made into <br />the feasibility of adding to r eal estate sale closing documen t checkbox indicating that the buyer <br />has received and read the City information re garding existing maintenance codes and rental <br />registration. <br /> <br />Recommendation #7 — The RHRA should create a line item in its budget for a revolving <br />abatement fund that could be used by the City to make emergency repairs that would be billed to <br />the property owner or certif ied on the property taxes. <br /> <br />Recommendation #8 — The Planning Commission or anot her appropriate body should take up <br />issues related to parking because these are largely zoning matters and are complex and citywide <br />in nature and outside the scope of this Committee. <br /> <br />Recommendation #9 —The HRA and Committee expect clear and accurate performance data at <br />the end of the 2-year period. To do so, the Community Development Department might need <br />resources and/or internal admini strative policies that improve data collection and analysis across <br />departmental lines. <br /> <br />Chair Majerus requested questions and comment s regarding the presentation from the HRA <br />Board. <br /> <br /> <br />Member Maschka asked what the CAG envisione d with regards to the safeguards noted in <br />recommendation #2. Ms. Raye noted that the group fe lt that there were certain requirements that would <br />assure proper oversight without specific council action. <br />
