RHRA_ Contract with GMHC (02-20-07) - Page 1 of 2 <br />REQUEST FOR HRA ACTION <br /> <br />Date: 2 -20-07 <br />Item No: 8 .a. <br />Staff Approval: Agenda Section: <br /> CB Action <br />Item Description: Approval of Contract fo r Housing Resource Center Services for 2007 <br /> (HF0056) <br /> <br />1.0 Requested Action <br /> <br />By Motion, approve contract with the Greater Metropolitan Housing Corporation (GMHC) for <br />Housing Resource Center (HRC) services in 2007 for $30,000. <br /> <br />2.0 Background <br /> <br />2.1 The City and the HRA have contracted with GMHC for HRC Services since 2000. The <br />annual contract amount has been $30,000 for many years. The services of the HRC <br />provide a one-stop-shop for Roseville residents free of charge regarding housing <br />financial information, rehabilitation consultation and loan administration. The fee for <br />the HRC is included within the 2007 HRA budget. <br /> <br />2.2 The HRC has provided valuable service to Roseville residents. Since 2000, the HRC <br />have assisted 2,717 residential property owners which have resulted in over $4.13 million <br />in additional private investment in Roseville homes throughout the community. Many of <br />these loan dollars were leveraged with other bank or owner funding. As of the end of <br />2006, participation in the HRC continues to increase with 489 residents served with 849 <br />different services in 2006. This is a healthy increase over 2005 with 434 residents being <br />served with 767 different services. The technical visits remains a positive assistance to <br />residents with 247 home visits (average of 21 visits per month) as of the end of 2006 <br />compared to 234 in 2005. The HRA ownership loan program significantly increased in <br />2006 compared to 2005 with 21 loans issued in the amount of $282,492. In 2005 only 7 <br />loans were issued in the amount of $56,478. The increase is likely the result of additional <br />marketing and the HRA’s change in maximum loan amount for the program. The new <br />HRA loan program launched this year with a target of families with incomes of 120% of <br />median income or less has been only modestly used. Three loans were issued in 2006 for <br />a total of $89,895 in loan funds. <br /> <br />2.3 Roseville staff estimates that the services of the HRC are equivalent to 1.5 city staff <br />members. <br /> <br />2.4 President, Carolyn Olson and Program Director, Suzanne Snyder will be available at the <br />HRA meeting to answer any questions regarding the services of the HRC and the contract <br />for 2007. <br />
