The board members agreed to explore the use of a land trust for the purchase of the home on Lovell <br />Avenue. <br /> <br />Motion: Member Kelsey moved, seconded by Member Masche, to approve limiting additional <br />purchases under the Roseville Senior Housing Regeneration Program and reevaluate refunding <br />after all existing homes are sold. In addition , increase target marketing of the program with <br />timelines associated with it and explore the use of a land trust for the purchase of the home on <br />Lovell Avenue. <br /> <br />Member Elkins asked Ms. Olson to clarify the curre nt status of the three existing SHRP homes. Ms. <br />Olson replied that the home at 960 Lovell Ave. may be purchased through a land trust, the home at 279 <br />Elmer St. home is closing soon and the home at 1000 Woodhill Ave. is currently on the market. <br /> <br />(Note: Member Pust left the RHRA meeting prior to the vote on this item.) <br /> <br />Ayes: 4 <br />Nays: 0 <br />Motion carried. <br /> <br /> <br />9. Information Reports & Other Business (Verbal Reports by Staff and Board Members): <br /> <br />a. Update on Lot Split Study – verbal report <br /> <br />Ms. Bennett provided a brief summary on the Lot Split St udy: The Citizen’s Advisory Group (CAG) for <br />the Lot Split study completed their work and made a report of their recommendations to the City Council <br />at their May 14, 2007 meeting. The CAG recommended that there be no large lot districts, no “sliding <br />scale” method to determine lot sizes, the creation of a small lot zoning district and strengthening the <br />zoning code to provide more ne ighborhood continuity. Currently subdivisions are still allowed. <br />Additionally, the CAG recommended considering a tree preservation ordinance and providing incentives <br />for environmental practices during home renovations. <br /> <br /> <br />b. Board & Staff Reports <br /> <br />Ms. Bennett updated the status of the Housing Improveme nt Area (HIA) process for Westwood Village I. <br />Ms. Bennett noted that the matter would go before the C ity Council at their June 11, 2007 meeting. The <br />board members discussed the difficulty in determin ing their role and responsibilities within the HIA <br />application process as this was the first application for an HIA to come before the City Council since the <br />RHRA’s inception. The board directed Ms. Benne tt to meet with the City Manager to seek guidance on <br />the Westwood Village I application prior to the City Council meeting on June 11, 2007. Ms. Bennett was <br />also directed to better clarify with the City Council th e role the RHRA should take in such matters. <br /> <br />Adjournment <br />The meeting was adjourned at 8:20 p.m. <br />
