J

Community Development Department
emo
To: Roseville Housing and Redevelopment Authority
From: Don Munson, Codes Coordinator
Date: 03-11-2008
Re: Report on HRA Abatement Expenditures in 2007
In 2007 Roseville's Housing and Redevelopment Authority approved the Community
Development Department's expenditure of small amounts for the abatement of certain
public nuisance violations where; there are elderly citizens in financial distress involved, few
other options are available, the overall cost to the City would be less than other available
options, and, the end result would be protecting neighborhood property values and the City's
taai base.
The HRA directed staff to submit a yearly report detailing any expenditure for this purpose.
In 2007 the Community Development Department expensed a total of $286.16 for this
purpose. These expenditures included:
• 7:XXX Hamline Avenue:
o Expenditure - $100.00
■ Wood boards
■ Paint
o Purpose — Staff received numerous complaints about a shed in disrepair. The
elderly lady was physically unable to make repairs and is on a fiaied income
with little savings. Staff arranged for Bethel College volunteers to repair and
repaint the shed. The volunteers purchased materials for the repair; the City
reimbursed the coordinator for material expenses only.
o Community Benefit - a blighted structure depressing neighboring property
values and causing dissention in the neighborhood was eliminated. Note: the
abatement process would have consumed numerous hours of both city staff
and elected officials. This action was a more effective and efficient use of
resources.
• Page 1
