REQUEST FOR HRA ACTION <br />Staff Approval: <br />� <br />Date: 4-15-08 <br />Item No: 8 d. <br />Agenda Section <br />Action Items <br />Item Description: Roseville Housing Redesign Pro�ram (HF0067) <br />1.0 Requested Action <br />Staff is requesting discussion on the existing Roseville Housing Redesign Program in <br />order to determine the effectiveness with the housing needs of Roseville and <br />compatibility with the RHRA Strategic Plan. Based on that discussion, staff is requesting <br />that the RHRA Board direct staff to make specific changes to the programs and services <br />offered by the RHRA for 2008 and then to reevaluate the modifications in 2009 for <br />effectiveness of the program. <br />2.0 Background <br />2.1 In December 2007, the RHRA adopted its strategic plan which identified key issues that <br />are of importance to the RHRA's mission and operations. During the formulation of the <br />strategic plan, the RHRA discussed the relative importance and effectiveness of its <br />current Redesign Program. From those discussions the RHRA discussed using the 2008 <br />budget funds to be used towards developing an RFP for Roseville Redesign and then hire <br />a consultant in 2008 to create design scenarios that are specific to the City of Roseville <br />and address issues like form, function, green building standards, water conservation and <br />energy efficiency. In addition it was further recommended to promote speaker series <br />through e-mail alerts and postings, along with create design scenarios that are specific to <br />the City of Roseville and address issues like form, function, green building standards, <br />water conservation and energy efficiency. This change in the budget was recommended <br />based upon the lack of use of the Redesign program. <br />2.2 As the RHRA moves forward with the evaluation of the Redesign Program the following <br />goals from the strategic plan should be considered. Develop and promote programs that <br />provide a range of housing choices for all residents within the City of Roseville. They <br />include providing a balance of housing in price and product type that will meet the life <br />cycle needs of the community; securing funding that provides affordable housing options <br />for residents within the City of Roseville, promotion of the City as a safe and livable <br />community, keeping code enforcement as a key component in maintaining our housing <br />stock, and developing sustainable solutions to housing through green building initiatives. <br />2.3 The Roseville Redesign Program seeks to encourage the use of good design when older <br />Roseville homes are reconstructed. By addressing the age and style of homes that are <br />becoming less marketable, and describing the improvements that will qualify them for the <br />program, Roseville can also assure that homes in the program will provide a variety of <br />RHRA Program Evaluation (04-15-08) -Page 1 of 4 <br />
