redesigns that attract and retain families. <br />2.4 Applications were taken on a first-come, first-served basis. The HRA reserved the right <br />to determine the suitability of the proj ect for "pre-qualification" based upon the <br />eligibility criteria. Qualified applicants would be eligible for a grant to cover'/z of the <br />homeowner's architect fees, up to a maximum of $6,000. Total budgeted amount for <br />2008 was $18,000 which would roughly do three proj ects for the year. <br />2.5 The intent of the program was to provide economic incentives for proj ects that make <br />financial sense. The program provided the HRA with the opportunity to promote and <br />encourage good design that may not otherwise occur. In addition, the program HRA goal <br />was to attract and retain middle income families who want to move to or stay in the <br />community but desire a more modern home. <br />3.0 Discussion <br />3.1 There are several components to the HRA Strategic plan that staff would like to address. <br />These are the Redesign Program, developing RFP for Roseville Redesign that creates <br />design scenarios that are specific to the City of Roseville along with promoting speakers <br />series through e-mail alerts and postings. <br />3.2 HRA staff believes that the Redesign Program should continue but with modifications. <br />These modifications are based upon discussions with other Roseville staff that have been <br />involved in the Redesign program. <br />3.2.1 Currently, the program requires the design professional to be a licensed <br />architect. This requirement was to insure that the design was aesthetically <br />pleasing since full plans where developed for the renovation. This <br />requirement may have limited the number of applications submitted since <br />this requirement does have substantial upfront investment from a <br />homeowner before they even have a proj ect planned. Most architectural <br />fees run from 8-10% of the cost of construction. Staff believes that <br />consideration should be given to contractor firms that have design <br />professionals on staff. In order to ensure that the City of Roseville will <br />get good designs, staff would have the Development Review Committee, <br />made up of internal staff, meet with the homeowner, contractor and design <br />personal to discuss what the expectations will be for the program. All <br />design plans will have to be approved by the Development Review <br />Committee before the project would be approved. In addition some of the <br />other criteria would be addressed as follows: <br />3.2.2 The Redesign Program does limit the incomes of households that can use <br />the program. The focus of the program is to get good design projects and <br />to assist in the payment of the cost for the designer/architect fees. Staff is <br />suggesting lowering the reimbursement of design fee to be 100% of the <br />design cost or no more than $3,000.
