would not come until the HRA staff along with the Development Review <br />Committee has signed off on the proposed improvements and a building <br />permit has been issued. In addition since we would reduce the amount of <br />cost reimbursed this would allow the HRA to sponsor more redesign <br />proj ects in a year. <br />3.2.3 Consideration should be given to the eligibility criteria to keep the income <br />limitation of 120% of current median income in the Twin Cities <br />Metropolitan area and allow for families to deduct $2,500 from their <br />annual gross income for each child in the home. The program should <br />also eliminate the requirement that the home must be below the current <br />median value home in Ramsey County since property values are <br />decreasing at this time but with keeping that the home must be more than <br />25 years of age or older. With making some of these changes to the above <br />criteria it would be consistent with other programs that the HRA has. <br />Other current eligibility criteria could also remain the same so that we <br />continue to gather the information in the application process to understand <br />who is really using the program. <br />3.3 Before staff moves forward with developing the RFP to hire a consultant in 2008 they <br />would like to request time to have discussions with other communities that may be <br />interested in collaborating with the RHRA similar to what has been done with the <br />Rambler remodeling plan book and Split Level home remodeling plan book In addition <br />staff has given a copy of each of those books to RHRA for there information as to what <br />has been developed in the past and how applicable these books still are and used. The <br />Rambler Redesign book has been very popular in the past to the point that the City of <br />Roseville is completely out of those books. <br />3.4 It is of the opinion of staff that we do not have to pay for speakers that can address green <br />design, energy efficiency or other housing topics that are needed to address current <br />housing conditions or market trends. There are many organizations that can provide <br />community education that would benefit the residents of Roseville. Staff will spend time <br />investigating presentation topics and having speakers at HRA meetings. <br />4.0 Staff Recommendation <br />4.1 Staff recommends the following: <br />4.2 Adopt the revised Roseville Housing Redesign Program with the modifications noted <br />above so that implementation and marketing can proceed through the rest of 2008 to <br />encourage reinvestment in existing Roseville Properties. Marketing will be done along <br />with the Roseville Home Improvement Loan Program. <br />4.3 Staff will have discussions with other participating communities regarding collaboration <br />to see what interests they would have to create updated plan books that would address <br />green design and energy efficiency.
