Attachment A <br />The Roseville Housing and Redevelopment Authority (RHRA) is seeking proposals for a <br />Comprehensive Housing Study of our Rental Multi-Family and Cooperative Ownership <br />properties. In doing so, the RHRA reserves the right to negotiate further as to the terms agreed <br />to, as well as the potential rejection of all quotes and proposals as may be deemed appropriate. <br />Prolect Description <br />The area to be surveyed and studied should include the City of Roseville and the immediate <br />surrounding area your firm identifies as the market area. Once completed, the results of the <br />study should identify the following information: <br />Demographic Analysis <br />a. Population and Household data including growth trends and projections. <br />b. Employment including job growth projections, industrial/economic <br />expansions, and wage data. <br />c. Age distribution <br />d. Income <br />2. Housing analysis including building permit data, age of housing, housing conditions <br />and units in structure. (The Roseville HRA has a report that was done in 2004 on <br />Multifamily Housing in the City of Roseville that will be shared with selected firm). <br />3. For-sale Senior Cooperative including information on existing unit values, sales data, <br />information on pending developments, interview with Realtors, and any other <br />information deemed relevant to the Senior Cooperative market. <br />4. Rental Market Analysis including information on existing rental properties related to <br />rents, vacancies, and amenities. Also include information on pending developments. <br />Senior Market Analysis including information on existing properties related to rents, <br />vacancies, services, amenities and residential profiles. This includes senior housing <br />with light services, independent living, age restricted apartments, assisted living, <br />congregate housing, memory care, subsidized housing with home health care services <br />and skilled nursing homes. Also identify information on pending developments. <br />6. Recommendations should include a review of the findings and identification of <br />market demand based on analysis in the for-sale Senior Cooperative, rental and senior <br />housing markets and any other housing needs that are identified. In addition the <br />findings should help the RHRA understand how Roseville only properties contribute <br />or affected by the market area. <br />The study results should evaluate the need for family & elderly subsidized housing, <br />family & elderly market rate housing, along with evaluating what should a healthy <br />RHRA_ Agenda (5-19-09) - Page 2 of 1 <br />
