Mr. Walsh assured HRA members that <br />AEON was interested in establishing a long-term asset to the community, and of AEON's <br />long-term commitment to professional management of their properties. <br />Discussion among members, AEON representarives, and staff included resolution of vacancy <br />dilemmas through attririon and based on interior renovations to-date; potential temporary <br />and/or permanent relocation of current renters, with 13 individuals slated to be permanent <br />relocated on the site due to their current residence in non-conforming two-be�r���n units <br />created by past ownership, and assistance by third-parry relocarion speci�Ysts in their <br />relocarion and transirioning to comparable housing. Ms. Ciganik adv��d that AEON <br />attempted to avoid permanent displacement, through creative use of v������ as much as <br />possible. Ms. Ciganik noted that residents would unfortunately experi���e cc��� ,� � tion noise <br />and dirt; however, she noted that AEON was attempting to be hone�:��ith reside``�� ut that <br />noise and disruption, and planned "pizza parties" and other social a�ivities to k�'�-� �"of <br />communication open. Ms. Ciganik further noted that �" �`' were also attem to <br />communicate honestly about those renters nervous about t��ir rent status and any�otential <br />increases; and noted that exisring renters wouldn't eap��nce an onomic crunch; and that <br />based on income guidelines, AEON had secured thir� �°��0) Sec ' vouchers converted to <br />the site for existing renters who were currently pa����� ""'# ��of their income on rent and <br />needing those rents to be lowered in accordance with �. favorable percentage of their <br />income. <br />Further discussion included previous consideration of a TIF sing District for the Twin <br />Lakes Redevelopment area; revitalizat`� �� ousing TIF as�d�life spans of those respective <br />districts; criteria tests based on site ���qiis; and language written into a <br />redevelopment agreement between N a e , based on the advice of the City <br />Attorney, ownership commitment of N� ast ex 'ences with affordable housing issues <br />and impacts to cirizens and the need to ent similar occurrences with future projects based <br />on that learning curve; and AEON's goa�'��o maintain land use restricrions on their properties <br />for a 30-40 year ter��� '� <br />Chair Ma� <br />interest in <br />for their presentation; and expressed the HRA's <br />Motion: Me ` ' ust moved, seconded by Member Elkins to approve the HRA's <br />support of the c of ag Increment Financing (TIF) District No. 18 to assist with <br />tl�'d±���a�ment o ordable housing units at the Har Mar Apartments. <br />Ayes: 5 <br />Nays: 0 <br />Motion ca��red. <br />xecuti,w�� Director Trudgeon advised that staff would keep the HRA informed of the <br />'�"ng Public Hearing and the project itself. <br />b. ��'onsideration of the Hiring of Maxfield Research for completing a Multi-Family <br />Housing Study for Roseville <br />Executive Director Trudgeon provided a summary, as detailed in the Request for HRA Action <br />dated May 19, 2009, regarding hiring of a consultant for analysis of a Comprehensive Mulri- <br />Family Housing Needs Study. Mr. Trudgeon reviewed the Request for Proposals sent to <br />potenrial market study firms; responses received and interviewed conducted by staff; and <br />staff's ulrimate recommendarion of Maa�field Research, Inc. to complete that needs analysis. <br />
