Councilmember Pust suggested that ways be found <br />3 <br />to build on the success of the program. <br />4 <br /> <br />5 <br />Chair Maschka concurred; and suggested that this would be another good spring project to <br />6 <br />newspaper and newsletter coverage; and opined that the program was working well. <br />7 <br /> <br />8 <br />Councilmember Pust opined that citizens were happy to do more if they were made aware of <br />9 <br />resources and processes. <br />10 <br /> <br />11 <br />Member Elkin advised that in her work she had been involved with stimulus funds, and opined <br />12 <br />that it was not an easy program, and involved substantial red tape. Member Elkin advised that <br />13 <br />the purpose of the current Neighborhood Stabilization Program was to revitalize communities <br />14 <br />faced with foreclosed properties and was specific to bank-owned properties. <br />15 <br /> <br />16 <br />Chair Maschka recognized that no foreclosed property programs were easy to administer. <br />17 <br /> <br />18 <br />Discussion ensued regarding various government programs and how the stimulus packages <br />19 <br />would be processed and distributed once the details were worked out. <br />20 <br /> <br />21 <br />Ms. Kelsey noted the staff report on January 2009 foreclosures compared to 2008 figures, <br />22 <br />while being the highest seen to-date in Roseville, were still considerably fewer than other <br />23 <br />suburbs and communities were dealing with. <br />24 <br /> <br />25 <br />Chair Maschka noted his intent to meet with community leaders and multi-family housing <br />26 <br />owners at an upcoming round table discussion to determine if there was a problem in <br />27 <br />Roseville, what those problems may be, and to seek input for solutions for any problems seen. <br />28 <br />Chair Maschka advised that, following that meeting, he would return to the RHRA with that <br />29 <br />information to discuss the role for the RHRA if so indicated. <br />30 <br /> <br />31 <br />Member Masche opined that the 2009 Work Plan was ambitious; however, suggested that <br />32 <br />periodic reports to the City Council needed to be an essential part of the growth of the RHRA <br />33 <br />and the City Council’s support of the RHRA. <br />34 <br /> <br />35 <br />Mr. Trudgeon noted that the HRA report to the City Council was originally intended to be <br />36 <br />quarterly; however, noted that it was a regular part of each monthly agenda now. <br />37 <br /> <br />38 <br />Councilmember Pust requested that staff e-mail her a one paragraph summary report to present <br />39 <br />verbally to the City Council. <br />40 <br /> <br />41 <br />Further discussion included income allowance for first time homebuyer credits; and <br />42 <br />opportunities for the community of Roseville and advantages to those homebuyers in their <br />43 <br />locating in Roseville. <br />44 <br /> <br />45 <br />Member Majerus suggested that the RHRA seek, from a procedural point, to proactively <br />46 <br />enhance communication between the RHRA and City Council. <br />47 <br /> <br />48 <br />Mr. Trudgeon noted that the City Council’s practice was to meet jointly with each advisory <br />49 <br />commission and committee; and that this provided a perfect opportunity to discuss various <br />50 <br />issues. <br />51 <br /> <br />52 <br />Mr. Trudgeon noted the addition of four (4) additional items to the 2009 Work Plan: <br />53 <br /> Explore stimulus/grant opportunities and programs <br />o <br />54 <br /> Rental registration report status <br />o <br />55 <br /> Improve code enforce in non-financial ways (i.e., education and information) <br />o <br /> <br />
