HRA Meeting <br />Minutes – Tuesday, February 17, 2009 <br />Page 5 <br /> <br />1 <br /> Quarterly updates and meeting with the City Council <br />o <br />2 <br /> <br />3 <br />Motion: Member Pust moved, seconded by Member Elkins to approve the 2009 RHRA <br />4 <br />Work Plan, as amended. <br />5 <br /> <br />6 <br />Ayes: 7 <br />7 <br />Nays: 0 <br />8 <br />Motion carried. <br />9 <br /> <br />10 <br />b. Approval of amendments to 2009 RHRA Budget <br />11 <br />Executive Director Trudgeon reviewed proposed amendments to the 2009 RHRA Budget, <br />12 <br />following action by the City Council at their December 2008 meeting adopting the final RHRA <br />13 <br />Budget at $258,000. Mr. Trudgeon reviewed the year-end cash carryover in uncommitted <br />14 <br />funds of $267,400; $10,500 more than originally estimated. <br />15 <br /> <br />16 <br />Mr. Trudgeon provided staff’s recommendations for minor adjustments to balance the 2009 <br />17 <br />budget, as proposed in the Request for HRA Action dated February 17, 2009, reducing printing <br />18 <br />and advertising for the Home and Garden Fair; reallocation of $6,000 for professional services <br />19 <br />to assist in a residential market analysis; and adding $4,900 in the General HRA Expenditures <br />20 <br />to cover the costs for the RHRA Attorney. Mr. Trudgeon advised that the revised budget takes <br />21 <br />into account the final revenue streams and balances and totals at $547,400. <br />22 <br /> <br />23 <br />Discussion included previously projected and recommended budget amounts versus the final <br />24 <br />budget; rationale for staff’s proposed timing for the housing study, with the process planned <br />25 <br />during the summer months, a preliminary report mid-year; and final report by year-end, with <br />26 <br />Requests for Proposals (RFP’s) proposed for next quarter; and need for more thorough review <br />27 <br />of fund availability to pursue the study. <br />28 <br /> <br />29 <br />Motion: Member Masche moved, seconded by Member Pust to approve 2009 RHRA <br />30 <br />Budget Amendments as presented by staff. <br />31 <br /> <br />32 <br />Ayes: 7 <br />33 <br />Nays: 0 <br />34 <br /> Motion carried. <br />35 <br /> <br />36 <br />11. Information Reports & Other Business (Verbal Reports by Staff and Board Members) <br />37 <br />Various materials were distributed by staff as bench handouts, attached hereto and made a part <br />38 <br />thereof. <br />39 <br />a. Foreclosures and Down Payment Assistance <br />40 <br />Executive Director Trudgeon noted the minimal increase in foreclosures in Roseville, based on <br />41 <br />review of Sheriff’s Sale information. However, Mr. Trudgeon noted that four (4) or five (5) of <br />42 <br />those identified in Roseville were actually in St. Paul proper, on the border, and not in <br />43 <br />Roseville. Mr. Trudgeon further noted that some appeared in 2008 data, and were not actually <br />44 <br />new foreclosures in 2009. Mr. Trudgeon advised that staff would further review the <br />45 <br />information for more clarify and refinement to determine if there were clerical errors, or <br />46 <br />confusion with first or second mortgages. However, Mr. Trudgeon estimated that there <br />47 <br />appeared to be eleven (11) foreclosures in Roseville in 2008; and sixteen (16) recorded in 2009 <br />48 <br />to-date. Mr. Trudgeon noted the need to be cognizant of the increase; and their location <br />49 <br />throughout the City, whether concentrated in one area or spread throughout the City. Mr. <br />50 <br />Trudgeon advised that Ms. Kelsey had some information and ideas to bring before the HRA <br />51 <br />related to foreclosed properties and the nationwide problem. <br />52 <br /> <br />53 <br />Housing Coordinator Jeanne Kelsey reviewed potential issues for RHRA consideration, <br />54 <br />including impacts of foreclosures to code enforcement personnel and resources; programs <br />55 <br />available, or coming available to offer down payment assistance for buyers to purchase <br /> <br />
