HRA Meeting <br />Minutes – Tuesday, March 31, 2009 <br />Page 3 <br /> <br /> <br />b.Housing Multi-Family Round Table Discussion held on February 23, 2009 <br /> <br />Staff advised that they would provide handouts of the discussion materials to commissioners <br /> <br /> <br />by separate cover. <br /> <br /> <br />Chair Maschka provided a summary of those representative agencies and groups attending to <br /> <br />provide multi-family housing perspectives; the purpose of the meeting to determine if there <br /> <br />was a problem and if so, where problems existed; <br /> <br /> <br />Chair Maschka asked that legal counsel attend the next HRA meeting to provide a legal <br /> <br /> <br /> <br />perspective on various issues; and asked that staff look at other communities and their <br /> <br /> <br /> <br />initiatives and solutions; various groups and their specific difficulties in obtaining housing in <br /> <br /> <br />Roseville; cultures viewing police officers as a threat and their lack of interest in contacting <br /> <br /> <br /> <br />police officers for assistance if they feel threatened by others; and potentials for unintended <br /> <br /> <br />consequences in resolving one issue and creating another. <br /> <br /> <br /> <br /> <br />Discussion included the need to understand the problems; code enforcement impacts; impacts <br /> <br /> <br />to families only finding certain types of housing in which to live; community demographics <br /> <br /> <br />and cultures; police activity at some buildings and their considerable use of resources; status of <br /> <br /> <br />rental inspection data; defining how many people in one household and the need to revisit the <br /> <br /> <br />existing ordinance, based on cultures with extended families as one unit; and the need to make <br /> <br /> <br />decisions from a cultural context as well as taking other issues into consideration. <br /> <br /> <br /> <br />Further discussion included the positive aspects of having a coordinated effort and many <br /> <br />perspectives at the same discussion table and the need for additional discussions of this group; <br /> <br />need to consider multi-family as well as single-family housing issues at the HRA level; <br /> <br />drafting a work program (Chair Maschka and staff) for full consideration and discussion at the <br /> <br />HRA level; further development of a housing study to obtain the missing data and status of the <br /> <br />current Request for Proposals (RFP’s) for that study and how to focus that study for the most <br /> <br />benefit; and considering multi-family units of four (4) units and above. <br /> <br /> <br /> <br /> <br /> <br /> <br />Mr. Trudgeon reviewed the rental registration to-date; availability of one (1) year’s data that <br /> <br /> <br />will be presented to the HRA at their next meeting, followed by presentation to the City <br /> <br /> <br /> <br />Council in the near future, followed by another year worth of data for a more accurate picture <br /> <br /> <br />and better trending; difficulty in yet determining compliance; information sharing and <br /> <br /> <br />coordination with owners and getting past their initial anger with this registration requirement; <br /> <br /> <br />further coordination between staff and rental unit owners to achieve registration compliance; <br /> <br /> <br />and anticipated challenges for future enforcement. Mr. Trudgeon noted that the information <br /> <br /> <br />now available is better than what was available originally; however, he noted that it was still <br /> <br /> <br />inconclusive. Mr. Trudgeon noted the need to plot out rental areas on a map to see if there <br /> <br /> <br />were trends or cohesive areas; and the many rental owners living outside of Roseville. <br /> <br /> <br /> <br />c.Board and Staff Reports <br /> <br /> <br />Housing Coordinator Jeanne Kelsey distributed the DRAFT of a new HRA brochure. <br /> <br /> <br />Discussion included the current newsletter information related to the HRA and future options <br /> <br />newsletter content and/or e-mail information for those requesting HRA information. <br /> <br /> <br />d.Stimulus Package Update <br /> <br />Ms. Kelsey distributed summary information on current and anticipated housing funds and <br /> <br /> <br />grant programs related to the stimulus package; lack of programs that Roseville for which <br /> <br /> <br />Roseville would be eligible; and staff’s intent to continue monitoring all potential options and <br /> <br />programs. <br /> <br /> <br /> <br />Councilmember Pust advised that the City Council was continuing to investigate and pursue <br /> <br />any potential funding opportunities. <br /> <br />
