HRA Meeting <br />Minutes – Tuesday, May 19, 2009 <br />Page 2 <br /> <br /> <br />Member Masche referenced the recently-presented annual audit to the City Council; noting their <br /> <br />comments regarding the great improvement evidenced in the financial accountability and record- <br /> <br /> <br />keeping of the Housing and Redevelopment Authority; and commended staff, specifically Housing <br /> <br />Coordinator Jeanne Kelsey for those improvements, noting the importance to staff and the auditor’s <br /> <br />recognition of this accomplishment. <br /> <br /> <br />Members concurred; and Chair Maschka praised staff for this positive report. <br /> <br /> <br />9.Presentations <br /> <br /> <br /> <br />a.Crime Free Multi-Housing Coalition <br /> <br /> <br /> <br />Executive Director Trudgeon introduced Crime Free Multi-Housing Coalition President Ms. <br /> <br /> <br />Shannon Thompson; and Captain Rick Mathwig of the Roseville Police Department. <br /> <br /> <br /> <br /> <br /> <br />Chair Maschka welcomed Ms. Thompson and Captain Mathwig. <br /> <br /> <br /> <br /> <br />Ms. Thompson briefly reviewed how the Coalition was formed and their mission as a resource <br /> <br /> <br />in assisting multi-family housing unit tenants and owners through partnership with <br /> <br /> <br />municipalities and police departments. <br /> <br /> <br /> <br /> <br />Ms. Thompson reviewed incentives used by the Coalition to encourage membership; monthly <br /> <br /> <br />meetings providing an overview of the Coalition’s purpose and review of crime trends by <br /> <br />officers in the various communities; market information for multi-family units; collection of <br /> <br /> <br />dues to pay for speakers, supplies invitations; and an annual potluck of members along with a <br /> <br />food drive with any extra dues provided to local food charities (i.e., Second Harvest). Ms. <br /> <br />Thompson provided HRA members with a copy of their vision statement and core values; <br /> <br />noting their purpose was to educate owners of multi-family units and provide support to learn <br /> <br />from each other’s experiences. Ms. Thompson noted that owners were educated on how to <br /> <br />work positively with police and their representatives, with the Police Departments providing <br /> <br />monthly reports to owners on activities at their buildings; one-on-one discussions between <br /> <br /> <br /> <br />owners and police officers at monthly meetings; community crime trends; recruitment of new <br /> <br /> <br /> <br />members; and marketing materials provided to new owners and buildings. <br /> <br /> <br /> <br /> <br /> <br />Captain Mathwig provided the Roseville Police Department perspective, opining that at a <br /> <br /> <br />minimum, the monthly meetings provided great opportunities to exchange information from <br /> <br /> <br />the police officer perspective (i.e., building issues occurring when caretakers may not be <br /> <br /> <br />present or available); how to make the building a better place to live for all renters; guidance <br /> <br /> <br />for addendums on leases for drug-free properties for easier removal of problem renters; and <br /> <br /> <br />keeping overall neighborhoods safe and rental units better places to rent and live. <br /> <br /> <br /> <br /> <br />Discussion among Ms. Thompson, Captain Mathwig, staff and HRA members included the <br /> <br /> <br />number of apartment buildings/units in Roseville; active apartment community member’s to- <br /> <br />date; and identification of other communities involved in the Coalition. <br /> <br /> <br /> <br />Mr. Trudgeon advised that the City of Roseville’s Multi-Family Housing Program will require <br /> <br />apartment complexes to be members of the Coalition to receive any funds from the City. Mr. <br /> <br />Trudgeon noted the need to differentiate the multi-family building owners who are making <br /> <br />positive efforts versus those showing less interest in partnering with the City and Police <br /> <br />Department. Mr. Trudgeon assured the HRA and public that the HRA fully supported the <br /> <br />efforts of the property owners and Police Department to reduce crime through outreach <br /> <br /> <br />opportunities. <br /> <br /> <br /> <br />Further discussion included interaction of officers on the scene at calls with tenants and <br /> <br /> <br />landlord notification of that interaction the following day, with Captain Mathwig noting the <br /> <br />myriad issues related to apartment renters and owners based on data privacy protections and <br /> <br />concerns. <br /> <br />
