HRA Meeting <br />Minutes – Tuesday, May 19, 2009 <br />Page 5 <br /> <br /> <br />study completed in 2004 and utilization of the data from which to build an updated study, with <br />  <br />a more comprehensive and accurate analysis and recommendations. <br /> <br /> <br />Councilmember Pust sought assurances from staff that they would not return in five (5) years <br />  <br />advising that this study was not adequate. <br /> <br /> <br />Mr. Trudgeon duly noted Councilmember Pust’s concerns; noting that staff can provide <br /> <br />updates to this study once established; and provided staff’s rationale in recommending <br /> <br />Maxfield above other proposals based on their breadth of experience and understanding of the <br /> <br />housing markets, in addition to their ongoing maintenance of all area market rents in the <br /> <br /> <br /> <br />metropolitan area as well as specific to Roseville; and their willingness to provide strategies <br /> <br /> <br /> <br />and guidance to the City. <br /> <br />  <br /> <br /> <br /> <br />Motion: Member Majerus moved, seconded by Member Elkins to approve the HRA’s <br /> <br />  <br />Executive Director to enter into a contract for Maxfield Research, Inc. in the amount of <br /> <br /> <br />$17,295.00; with the understanding that if additional research or meeting time beyond <br /> <br /> <br />the contracted amount (178 hours) other than one presentation is needed, there would be <br /> <br /> <br />additional costs to pay for Maxfield Research, Inc. for that presentation. <br /> <br /> <br /> <br /> <br />Ayes: 5 <br /> <br /> <br />Nays: 0 <br /> <br /> <br />Motion carried. <br />  <br /> <br /> <br />11.Information Reports & Other Business (Verbal Reports by Staff and Board Members): <br />  <br />a.Roseville HRA to host/sponsor Realtor Day in Roseville – June 11, 2009 <br />  <br />Executive Director Trudgeon announced the City of Roseville’s hosting of the Realtor Day, <br />  <br />and the expectations of a large turnout based on continuing education credits available for <br />  <br />realtors; and the great opportunity this provided to promote Roseville and distribute accurate <br />  <br />information on housing opportunities available in Roseville. Mr. Trudgeon invited HRA <br />  <br />members to attend a portion or all of this ½ day event, to be held in the OVAL Fireside Room. <br /> <br /> <br /> <br /> <br /> <br /> <br />b.Move August HRA meeting to August 31, 2009 <br /> <br />  <br />Executive Director Trudgeon noted that the August meeting would be rescheduled to Monday, <br /> <br /> <br /> <br />August 31, 2009. <br /> <br />  <br /> <br /> <br />Mr. Trudgeon provided members with an update to the HRA’s portion of the City’s quarterly <br /> <br /> <br />newsletter, now to be featured on a single page rather than a stapled addendum to the <br /> <br /> <br />newsletter; and providing a broader picture of HRA activities, outreach programs; and <br /> <br /> <br />improved banner graphics; as well as being made available in PDF format on the City’s <br /> <br /> <br />website. <br /> <br /> <br /> <br /> <br />Member Elkins suggested staff and HRA members check out the “LIVEMSP.org” website <br />  <br />providing updates of homes for sale and community amenities; and suggested that the City <br /> <br /> <br />should actively pursue involvement with this website. <br />  <br />  <br />12. Future Agenda Items <br />  <br />Councilmember Pust sought clarification from staff on how contractors were selected and/or rotated for <br />  <br />City abatements, as indicated on the monthly HRA Abatement billing sheet and asked staff to provide <br />  <br />additional detail on whether the process was competitive; and to provide more detail on how <br />  <br />administrative charges are determined and how those charges were allocated when reimbursed. <br /> <br /> <br /> <br /> <br />Mr. Trudgeon advised that he would provide additional information to members. <br />  <br /> <br /> <br />13.
