HRA Meeting <br />Minutes – Monday, October 20, 2009 <br />Page 4 <br /> <br /> <br />Section housing in the community, with an existing 2-3 year waiting list and no vacancies; and <br /> <br />current non-income-restricted housing serving as the community’s affordable housing based on <br /> <br /> <br />the lack of amenities and upgrades to bring it up to market rate housing (i.e., smaller units <br /> <br />versus family-sized units). <br /> <br /> <br />Ms. Kelsey reviewed various challenges and opportunities in the near future based on a lack of <br /> <br />land available for development requiring higher density redevelopment to meet needs; and <br /> <br />addressing 60% median income/ <br /> <br /> <br /> <br /> <br />Mr. Trudgeon noted the value of this tool for the HRA, the City Council and the Planning <br /> <br /> <br /> <br />Commission as each body and the community itself considered promotion of future projects <br /> <br /> <br />and as development proposals were received to determine which proposals will be marketable <br /> <br /> <br /> <br />and which are already market-saturated. Mr. Trudgeon opined that the Study came at a good <br /> <br /> <br />time with the market slow and allowing for an opportunity to be prepared for the economic <br /> <br /> <br />upturn and more aggressive developments coming forward, allowing for proactive rather than <br /> <br /> <br />reactive consideration and review. <br /> <br /> <br /> <br /> <br />Discussion among members and staff included defining needs for mid-income families, top <br /> <br /> <br />line multi-family apartments, and Section 8 housing; potential for future conversion to market <br /> <br /> <br />rates to allow them to be self-sustaining; condition of and lack of renovation at some existing <br /> <br /> <br />multi-family buildings in the community and how the HRA can assist owners and/or <br /> <br />developers with rehabilitation to meet community housing needs; recognizing that those <br /> <br /> <br />formerly considered middle class as far as income levels in the 1950’s were now those on fixed <br /> <br />incomes and needing affordable housing; and identifying pocket areas within the community <br /> <br />that may allow for infill affordable housing opportunities. <br /> <br /> <br />Further discussion included specific parcels available, including the vacant parcel on Hamline <br /> <br />Avenue owned by School District No. 621 and status of contaminated soil mitigation; the <br /> <br />Reiling property across the street on Woodhill and the value of its proximity to Central Park <br /> <br /> <br /> <br />for upper-end multi-unit rental housing; Twin Lakes Redevelopment area; and the North <br /> <br /> <br /> <br />Suburban Cable Commission building soon to be vacated. <br /> <br /> <br /> <br /> <br /> <br />Ms. Kelsey noted staff’s intent to alert the School District(s) to the study for their <br /> <br /> <br />consideration and further discussions; and potential apartment buildings that could be <br /> <br /> <br />demolished and rehabilitated for senior housing; or where proper full-time management on-site <br /> <br /> <br />would be a viable option. Ms. Kelsey noted the example in the Har Mar redevelopment and <br /> <br /> <br />management changes and the positive value being experienced. <br /> <br /> <br /> <br /> <br />Ms. Kelsey advised that staff continued to research various opportunities and would keep the <br /> <br /> <br />HRA advised of options that may work for the City, including participating in discussions for <br /> <br /> <br />future transit corridor improvements, marketing the value in reducing commute time and <br /> <br />expense to reduce cost burdens for other living expanses, marketing through living in <br /> <br /> <br />Roseville; and coordinating with existing and future multi-family apartment building owners. <br /> <br /> <br />Motion: Member Maschka moved, seconded by Member Majerus, to accept the <br /> <br />Comprehensive Multifamily Housing Needs Analysis that was completed by Maxfield <br /> <br />Research as presented and requested staff to forward the Analysis to the City Council for <br /> <br />City use. <br /> <br /> <br /> <br />Ayes: 6 <br /> <br /> <br />Nays: 0 <br /> <br />Motion carried. <br /> <br /> <br /> <br />b.HIA Policy <br /> <br />
