HRA Meeting <br />Minutes – Monday, October 20, 2009 <br />Page 3 <br /> <br /> <br />Additional discussion included the City’s anticipated share of the reconstruction project; <br />  <br />timing of the road realignment based on funding appropriations, with April of 2010 a projected <br /> <br /> <br />start date at this time. <br />  <br /> <br />Mr. Trudgeon advised that the road reconstruction was different from that of underground <br /> <br />utilities that the City would need to cost-share; and noted that Ramsey County may be willing <br /> <br />to allow the City applicable land acquisition at a nominal cost, raising various opportunities <br /> <br />related to this parcel and a thoughtful approach to future redevelopment, specific to affordable <br /> <br />housing as being preliminary discussed at tonight’s meeting. <br /> <br /> <br /> <br /> <br /> <br /> <br />Potential uses were discussed, including additional affordable rental housing in the immediate <br /> <br />  <br />vicinity of Calibre Ridge; and ownership of the duplex by Twin Cities Housing Development <br /> <br /> <br /> <br />Corporation. <br /> <br />  <br /> <br /> <br />Ms. Kelsey addressed the history of the City’s former local development corporation (LDC), <br /> <br /> <br />another arm of the HRA, originally consisting of the City Council, which the HRA took over <br /> <br /> <br />remaining assets in 2002; as well as the City’s partnership at that time with Calibre Ridge and <br /> <br /> <br />expenditure of Community Development Block Grant (CDBG) funds for that original project. <br /> <br /> <br />Ms. Kelsey reviewed the recent refinancing and turnback of funds to Ramsey County at their <br /> <br /> <br />expiration. ; and extension of funds to Calibre Ridge in their ongoing maintenance of an <br /> <br /> <br />affordable housing project in the City. <br />  <br /> <br /> <br />Ms. McQuillan reviewed the terms of the loan with any proceeds received by the LDC to be <br />  <br />remitted to Ramsey County. <br />  <br />  <br />Chair Maschka, with member consensus, concurred that this was an opportunity worth <br />  <br />exploring, given the location of the parcel, and great potential; and expressed favorable <br />  <br />synergy for a partnership with Twin Cities Housing Development Corporation and the RV <br />  <br />HRA. <br /> <br /> <br /> <br /> <br /> <br /> <br />From staff’s perspective, Mr. Trudgeon advised that a dialogue would continue, based on the <br /> <br />  <br />timetable for Ramsey County, and that the HRA would be kept updated as appropriate. Mr. <br /> <br /> <br /> <br />Trudgeon noted that there were lots of decisions to be made, including the preferred level of <br /> <br />  <br />participation by the HRA. <br /> <br /> <br /> <br /> <br />Chair Maschka expressed appreciation for the presentation, opining that it was a great concept <br /> <br /> <br />in which the HRA may be interested. <br /> <br /> <br /> <br /> <br />10.Action/Discussion Items <br /> <br /> <br /> <br /> <br />a.Comprehensive Multifamily Study <br />  <br />Ms. Kelsey provided a more detailed review of the Analysis, as preliminarily presented by <br /> <br /> <br />Maxfield at the September 2009 meeting. Ms. Kelsey advised that there were no substantial <br />  <br />changes from the previous draft; and advised that the completed final version, which was quite <br />  <br />extensive and not all included in tonight’s packet materials, would be made available in its <br />  <br />entirety to the HRA in the near future. Ms. Kelsey advised that the document, with acceptance <br />  <br />by the HRA, would be put on the City’s website for use within the community. <br />  <br />  <br />Ms. Kelsey, following a more extensive analysis and discussions between Maxfield <br /> <br /> <br />representatives and staff, provided some conclusions and summary information to the HRA for <br /> <br /> <br />their consideration and awareness. Excerpts of that summary information was included in the <br />  <br />packet, and included community demographics as they related to senior housing available, <br /> <br /> <br />needs and types; adequate senior housing at the market rate and congregate care/independent <br />  <br />living until 2013 of 2014; a slight need for additional memory care or assisted living in the <br /> <br />near future, but nothing to indicate the need for a major development; lack of project-based <br /> <br />
