Department Approval <br />� <br />Item Description <br />BACKGROUND <br />g�� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 3/22/10 <br />Item No.: l l.a <br />City Manager Approval <br />Public Improvement Hearing for Rice Street/ TH 36 Bridge Reconstruction <br />Proj ect <br />� On February 8, 2010, the City Council received the feasibility report for the Rice Street/ TH 36 Bridge <br />. Reconstruction Project and ordered the public hearing. Prior to opening the hearing, staff will present <br />� general information regarding construction, standards, and assessments that apply for this proj ect. This <br />: project is being managed by Ramsey County and MnDOT. <br />E The purpose of the proposed Rice Street/Highway 36 interchange improvements is to address <br />� existing and future safety and operational deficiencies. The need for the project is driven by: <br />f • Anticipated increase in traffic volumes on Rice Street from 20,000 vehicles per day to <br />s (existing) to 27,200 vehicles per day (2033) <br />�� • Rice Street bridge over Highway 36 no longer meets current geometric standards <br />�� • Rice Street bridge is in poor condition and eligible for federal bridge replacement funding. <br />�� • Closely spaced intersections do not comply with current Mn/DOT access management <br />�: standards and cause traffic flow issues <br />�� • Non- motorized transportation facilities along Rice Street are not continuous, creating a <br />�: bottleneck at TH 36. <br />�E As traffic volumes increase, safety and traffic operations will continue to deteriorate if existing <br />�� deficiencies are not addressed. The feasibility report details the proposed design, neighborhood impact, <br />�f estimated cost and proposed funding for the construction of these public improvements. Consistent <br />� s with Ramsey County's cost sharing policy, a portion of the street reconstruction costs will be charged to <br />2� the City of Roseville. It is the City's policy to assess adjacent property owners for up to 25% of the <br />2� City of Roseville's cost for County Projects. <br />2� POLICY �BJECTIVE <br />2: Because this is a street reconstruction project, the City's policy is to assess a portion of the costs as <br />2� allowed for in State Statute 429. Assuming this project is completed by fa112011, the final <br />2: assessment amount would be determined following a thorough review of the proposed assessments <br />2E by the Council at an assessment hearing in the fall of 2012. These assessments can either be paid <br />2� up front in the fall of 2012, or be put against taxes payable in 2013 for 15 years at around 7% (rate <br />2f set at time of hearing). <br />2s This project has financial implications for the city including the following: <br />3� 1. Assessments levied in accordance with the City's assessment policy. <br />3� 2. Use of Municipal State Aid (MSA) dollars to fund the majority of Roseville's portion of <br />3� the cost for the Rice Street/ TH 36 reconstruction project. <br />- 3.
