I~®seviile Public Worms, Envirantnent and <br />'I'ranspartatian Camnais~ion <br />Agenda Item <br />Date: February 26, 2008 Item No: 7 <br />Item Description: McGough Plan for Twin Lakes <br />Background: McGough Development seeks the approval of a REZONING and GENERAL <br />CONCEPT PLANNED UN1T DEVELOPMENT to redevelop the approximately 26-acre PIK <br />Terminal property into a carporate campus consisting of 2 office buildings, asingle-stary <br />laboratory, 2 parking structures and other site improvements. The Planning Commission opened <br />the public hearing for the application on February b, 2008, and it was continued to the March S, <br />2005 meeting. <br />On January 17th and 24th the Development Review Cornimittee (DRC) met to review the <br />proposal. As a GENERAL CONCEPT, the DRC supports the use and generalized layout and <br />configuration of structures, parking areas, ponds and other amenities. However, there are a few <br />items that were identified needed more information prior to developing a formal <br />recommendation for the City Council. These items: <br />• More precise building locations and heights must be designed into the fnal plans, but are <br />supported as identified in the GENERAL CONCEPT. <br />• A greater laboratory setback from the park (rear property line) consistent with the Twin <br />Lakes Master Plan should be explored in the final design. <br />• Pedestrian connections through at least one section of the parcel, from an improved Mount <br />Ridge Road to the park, will be required consistent with the Twin Lakes Master Plan and the <br />Urban Design Principles. The Park and Recreation Commission will begin discussion on <br />pedestrian connections through the site to the park at their February meeting. Also to be <br />discussed is park dedication consistent with State Statutes 462.358 (specifically subd. 2b <br />Dedication and 2c -Nexus) and any applicability of § 1103.07 of the Roseville City Cade. <br />• Sidewalks and pedestrian paths shall be incorporated into the proposed roadway system. <br />• The stone water management plan must meet the goals and strategies of the City's CSWMP, <br />and will be reviewed and approved by the City Engineer and the Rice Creek Watershed. <br />The final design and placement of storm water infrastructure within the parcel must be <br />confirmed and included in the final plan. <br />• Ponding must accommodate surface runoff from the public streets. Utility easements shall <br />be granted on the plat to aceon~rnodate connection to the existing Arthur Street pond and <br />Langton Lake. <br />• Additional right-of way will need to be dedicated based on the proposed design where two <br />roundabouts are proposed -one at Mount Ridge Road and the other at Prior Avenue and for <br />
