the future improvement of Mount Ridge Road. Additional right-of way may also be <br />necessary for Twin Lakes Parkway. The Public Works Department will work with <br />McGough and other property awners on the final layoutJdesign of these roadways prior to <br />the final plan approval. <br />• An improved Iona Lane was not included in the Twin Lakes Redevelopment area master <br />plan. Staff is evaluating this proposal and what impacts it may have on the transportation <br />system. Full access from Iona Lane to Cleveland Avenue does not meet access spacing <br />guidelines. <br />• Sanitary sewer and wateramain must be designed to serve the site. The developer will be <br />responsible for their share of the public utility infrastrtzeture costs as described in the Twin <br />Lakes Cost Allocation Study. <br />• Contributions for the AUAR recommended traffic mitigation measures must be consistent <br />with the Twin Lakes Cost Allocation Study. <br />• Grading, drainage, and utility plans must be developed by a registered engineer. These <br />plans will be reviewed and approved by the City Engineer for consistency with the <br />approved AUAR and City Code. <br />• Additional landscaping will be required throughout the site. Considerations must be given <br />to the area adjacent the park and that area adjacent to an improved Mount Ridge Road and <br />Twin Lakes Parkway as shown. <br />• The proposed internal connection from an improved Mount Ridge Road to Prior Avenue, via <br />a private road through the business campus, may not be appropriate under the overall <br />roadway system plan. While this may be a temporary condition, the City needs to plan for <br />all cantingencies. The DRC discussed the following concerns with the proposed public <br />streets and private road connection: <br />o Both Mt. Ridge Road and Prior Avenue would become cul- de- sacs longer than <br />500 feat, this is not permitted by code. <br />o A cul-de-sac longer than 200 feet requires a 100 foot radius turnaround. <br />a The connection of two public roads via a private street creates a concern for <br />emergency vehicle access. Since this is a private street, the maintenance and <br />passibility of the road is not under the jurisdiction of the City. <br />o Connecting two public roads by a private street creates acut-through traffic <br />concern. The property at 2700 Cleveland will have access to Mt. Ridge Road. <br />Nothing will prevent their customers from cutting through the McGough campus <br />to gain access to County Road C via Frier Avenue. This additional traffic through <br />the McGough parking lot will create maintenance and safety cancerns for this <br />development proposal. <br />Recommended Actian; <br />Indication of whether the Commission supports the concept plan and statement of other <br />concerns. <br />Prepared by: Debra Bloom. <br />
