The water rate structure has been working well to encourage water conservation in customers, which can be seen from the declining water use trend over the last 10 years (see Figure I.A-4). Water rates are evaluated and changed periodically (usually every year} to cover increased costs for water treatment, chemicals, electric power, fuel, maintenance of the supply and distribution systems, and other general expenses. Changes i.n water rates are proposed by resolution of the Board of Water Commissioners and put into effect upon confirmation by the Saint Paul city council.
