The water rate structure has been working well to <br />encourage water conservation in customers, which can be seen from the declining <br />water use trend over the last 10 years (see Figure I.A-4). <br />Water rates are evaluated and changed periodically (usually every year} to cover <br />increased costs for water treatment, chemicals, electric power, fuel, maintenance of <br />the supply and distribution systems, and other general expenses. Changes i.n water <br />rates are proposed by resolution of the Board of Water Commissioners and put into <br />effect upon confirmation by the Saint Paul city council.
