Roseville Public Works, Environment and
Transportation Commission
Agenda Item
Date: April 22; 2008
Item. Description: Conservation Water Rates Discussion
Item N©: 6
The City is required to update its water supply emergency and conservation plan as a part of the
Comprehensive Plan Update process. Under conservation measures area, there is a strong
suggestion that cities implement conservation rate structures. Roseville has had a flat rate
structure for many years. St. Paul and Little Canada have seasonal rate structures. Some
communities, especially those with wells, have implemented increasing rate structures based on
consumption.
The City Council has identified this area as a high. priority for consideration as identified in the
Imagine Roseville 2025 process. Staff will have additional information on consumption. for
Roseville customers for discussion at your meeting. We are attaching an example of St. Paul
Regional Water Services rate structure and a recent article about Woodbury's efforts in this area:
Recommended Action:
Discussion about implementation of conservation based rate structure for water.
