Relocating power lines underground is a <br />cost issue for the provider. <br />Doherty expressed his understanding that maintenance of underground utilities is also more costly. <br />Roger Toogood described his interest in the update of the Comp Plan's Transportation Chapter as he <br />was involved in the Imagine Roseville 2025 (IR2025} project as the chair of the sub-committee on <br />transportation and he is a member of the Roseville Citizens League. He stated that he was attending <br />the SC meeting to hear the discussion about the Transportation Chapter and was willing to provide his <br />insights from the IR2025 transportation sub-committee's work. <br />II. Draft Parks, Open Space and Recreation Chapter <br />The consultants explained that the Parks, Open Space and Recreation Chapter had been reviewed <br />and discussed at the most recent Parks & Recreation Commission meeting on July 1. The P & R <br />Commission's input was focused on modifications to the proposed goals & policies. They also <br />requested that they have an opportunity to review and comment on the revised draft, particularly on <br />the Pathways section that will be added to the chapter. <br />Johnson, who is chair of the P & R Commission, stated that he would have liked to get more input <br />from the Commission. He feels their input consisted mainly of tweaking rather than any major changes <br />to the proposed chapter. <br />Goedeke expressed his hope that a future vision for community pathways will be added to this chapter <br />and that federal funding will be pursued for developing the pathways network. <br />Grefenberg shared that he had attended the P & R Commission meeting and felt that Radel did a <br />great job of succinctly presenting the proposed chapter updates to the P & R Commission. He was <br />also impressed with the P & R Commission's perspective and input. <br />III. Draft Housing and Neighborhoods Chapter <br />The consultants explained that the SC's review and discussion of the Housing Chapter was cut <br />short at the previous meeting, so tonight's agenda provides additional time for the SC to provide <br />input for this chapter. <br />Doherty suggested that a community engagement section should be added to the Housing <br />Chapter similar to what was added to the Land Use Chapter. <br />Grefenberg expressed his belief that same progress was made at the last SC meeting toward <br />adding neighborhood components to the Comp Plan. He distributed paper copies of an email <br />memo sent to City Staff regarding the incomplete review and discussion at the June 26t'' SC <br />meeting of the "Proposed Staff Revisions" handout. Grefenberg's memo is attached to SC <br />meeting notes as Attachment B. He expressed his preference that all of the proposed staff <br />revisions should be included in the draft Housing and Neighborhoods Chapter that will be <br />submitted to the HRA for their review and discussion.
