Although we knew we had an easement (actually 2 of <br />them -transmission tines over khe property, pipeline under the property) we didn't expect it to be a <br />major issue. <br />The only major (being multiple hours) outage we have had was in mid August of 2006. My son was <br />severely jaundiced and was on a biliblanket (special light blanket used to treat jaundice) 24 hours a day <br />for the first 2 and a half weeks of his life. My power went out late in the evening and I called Xcel. <br />They told me that my power was not out. I told them that I was standing on Lexington between County <br />Road C and County Road B2 and could see no lights at least up to Woodhill on Lexington and that the <br />entire neighborhood was without power. We went back and forth over the course of an hour and they <br />told me it was going to be at least 4-6 hours before my power would go back on (although, luckily it <br />didn't take that long). However, we have brownouts once a month or so (more often in the summer) <br />where the power will flicker or dim (or even go out for a second or two). We have also had brief <br />outages due to storms. It definitely seems excessive to us as we have not had this problem in former <br />residences in Minneapolis and St. Paul. <br />Regarding other utilities, the Qwest service in Roseville is subpar (I had multiple problems with their <br />Internet crashing when we had it). I much prefer Comcast (even though the prices are higher). <br />Regarding transmission lines (although I don't know if the Comp Plan is addressing this) -this is another <br />story entirely. Short version - in April or May of 2006, we had a note placed on our door that Xcel was <br />going to remove the tree that was about 30 yards from the transmission tower because it was interfering <br />with transmission. We called the company that was supposed to remove the tree. We asked why they <br />wanted to remove it (it was not touching the tower or the lines}. He could not give me a reason so I <br />attempted to contact Xcel. I spoke with a Brad there who told me that the tree was going to interfere <br />with the lines. We informed him that the tree was a Linden Ash that was genetically engineered to grow <br />no higher than 20 feet (we measured it, it was only about 16 feet tall at the time). It was specifically <br />planted there after the Roseville tornado because it would not interfere with the lines. He said that he <br />would come out and take a look at it. He never did. We spoke with other people at Xcel that told us <br />the tree did not need to be removed. The company that did the removal used an ATV to drag 5-6 foot <br />sections of the pine trees in the neighbor's yard through our yard a few days before my baby shower. <br />They destroyed my yard (I have pictures) and we had to fight with Xcel to get it fixed even though <br />repairs are required by the easement (they did not do a very good job -they raked the area, and threw <br />down some grass seed). They ended up taking the tree anyway -they would not discuss the issue or <br />replace it with another tree. I heard that they wanted to clear cut around the lines through Central <br />Park as well. There is some confusion at Xcel about what the requirements around the transmission <br />lines even are -Brad told us 50 feet from the outside lines, Xcel management in Texas told us that it <br />was a straight line down from the outside line. <br />We have also had an issue with BP -they were working on the pipeline that runs parallel to our <br />property. They had a vehicle on my property. I went out to inform them of it and they told me they <br />
