l~oseville Public Works, »~nvironment and <br />Transportation Commission <br />Agenda Item <br />Date:- August 26, 2008 Item No: $ <br />Item Description: Public Process for Construction Projects <br />In light of the public comments received at the July meeting PWETC meeting, staff wanted to <br />provide the commission with a summary of the City's current public process practices for <br />construction projects. <br />Attached is a summary of the processes used for the City's Pavement Management Program. <br />projects. There are two types of PMP projects areas, Reconstruction projects and Mill and <br />Overlay projects. The reconstruction project process is more involved because there are more <br />impacts to property owners when we completely reconstruct the road. Also, since these projects <br />are assessed, there are state statute requirements. Mill and Overlay projects are less intense and <br />we have found that property owners do not have as many concerns about these maintenance <br />projects and a public information meeting is only attended by one or two property owners.. We <br />have also included. a summary of the public process for a pathway construction project.. <br />Individual projects will have their processes tailored to meet the expectations of the <br />neighborhood and the unique needs of the project. <br />Keeping our customer's informed is very important to city staff as demonstrated by our internal <br />public processes, However, when the City is not managing a project, we have little control over <br />the information that is shared with property owners: Early on in the plan development process <br />we explain our expectations for public notice to the roadway jurisdiction in charge of the project. <br />The County has been very responsive to city staff requests to keep property owners informed. <br />As exhibited by the County Road B-2 mill and overlay and the Harnline mill and overlay. <br />However, we have had many stumbling blocks with state maintenance projects. In the past, we <br />have sent out notices on behalf of the state, but have had limited success because city staff does <br />not have the detailed information that many of the property owners are looking for and also does <br />not have the ability or jurisdiction to address their concerns. <br />Recommended Action: <br />Discuss Public Process and provide feedback to City Staff. <br />
