5. Avoided Disposal. This category includes items that are currently diverted
<br />from the waste stream, but do not currently have quantified upstream benefits.
<br />There certainly is an environmental benefit to handling these naaterials
<br />properly, but many of these benefits are associated with toxics reductions and
<br />less directly related to climate change. These items include batteries, household
<br />hazardous waste and other "banned" items such as oils and paint. This category
<br />also includes "other glass" since glass not going back into glass bottles does not
<br />result in. the same upstream benefits.
<br />6. Extended Producer Responsibility. This category includes the remaining waste
<br />that is not currently recyclable or compostable in Minnesota and could be
<br />addressed through Extended 1roducer lZesponsibiliry (EYR) and other
<br />prevention design and management strategies. For instance, in the European
<br />Union, producers are required to either use packaging that fits into a current
<br />recovery option {recycling or coi.nposting) or provide a mechanism to take the
<br />product packaging back at their cost.
