Roseville Public Works, Environment and
Transportation Commission
Agenda item
Date: May 26, 2009 Item No: S
Item llescription: Bituminous Roadways Conditional Use Permit Environmental
Recommendation
Background: Bituminous Roadways Inc. has applied for a Conditional Use Permit for outdoor
storage for locating an asphalt production facility in the city. It would be located on the southeast
corner of Terminal Road and Walnut Street just north of Highway 36 and 35W. The City
Council redirected this item to the Commission for a recommendation on environmental issues
related to the requested permit. The applicant will have representatives at your meeting for a
short presentation and to answer questions related to their proposed operations. We have attached
the Council materials to this item as well as the draft minutes from the Council discussion on
May 18, 2009. We also request that members view the Council discussion if you have an
opportunity. The rebroadcast and web stream information was sent via email. Also if you have
an opportunity to drive by existing asphalt production and crushing facilities it may be helpful.
Bituminous roadways has an existing facility at 28t~' and Cedar Ave. in Minneapolis or T. A.
Schifsky and Sons have a similar facility in North St. Paul along Highway 36 at McKnight Ave.
This may only be beneficial if you are able to view operations during normal business hours.
Recommended Action:
Discuss environmental issues as requested by the City Council and make recommendation on
requested issues.
