Waste Connections, <br />the nation's fourth largest collection company recently announced <br />that it has begun implementing the DriveCam solution nationally <br />across all major business lines in all four geographic regions.21 <br />GPS systems can also be used to identify risky driver behavior <br />and other activities to improve safety and is becoming more widely <br />used in many parts of the solid waste industry. <br />Analysis <br />It is in the interest of the haulers to operate safely and it is <br />assumed that they are dedicating appropriate care and attention <br />to safety and safety related issues. The City may, however, be <br />able to enhance overall hauler safety by establishing certain <br />safety related requirements as a condition of the hauler license. <br />This could include requiring haulers not to overload vehicles and <br />assuring that all vehicles are specified with certain safety <br />equipment (e.g., ABS breaking systems, strobe lights, reverse <br />motion sensors). Appendix B contains a list of various trash truck <br />safety devices that the City may wish to consider <br />encouraginglrequiring the haulers to use.
