Transportation update <br />Roger Toogood <br />Roseville Citizen's League Transportation Committee <br />Your Roseville Citizens League, which has been in existence since 1989, continues to work on a <br />number of items important to Roseville Community members. "Transportation" has been one area <br />of particular focus for the past five years. Our members were actively involved in the 2030 <br />Comprehensive Plan and support the five key goals outlined in the final document. <br />On Oct. 14, 2008, the RCL sponsored a transportation forum that included presenters State Rep. <br />Alice Hausman; MnDOT North Area Manager Chris Roy; Ramsey County Engineer Ken Haider; <br />Ramsey County Commissioner Jan Parker; Roseville Public Works Director Duane Schwartz and <br />City Engineer Deb Bloom: Questions posed and answered at the forum included inquiries about <br />the absence of designated right or left turn lanes on a number of the busiest intersections in <br />Roseville; concerns about intersections requiring improvements; intersections with exceptionally <br />long wait times resulting in waste of time and gas, intersections with inadequate signage; and <br />intersections with high frequency of accidents. <br />Time constraints at the forum precluded answers to 27 additional questions. The RCL committed <br />to obtain answers for these additional questions from the presenters, post the answers on our <br />website, rosevillecl@roseville.org, and share- the answers in the Roseville Review. Answers were <br />published in a June edition of the Roseville Review, <br />Several questions were not answered in time for the web posting and publication. The answers to <br />these questions indicated the following. There are no plans to upgrade the 35 W and Cleveland <br />Avenue interchange in the next 20 years. Virtually all of the Roseville signals are traffic activated. <br />Ramsey County is leading a design process for the Highway 36/Rice Street interchange which <br />includes the County Road B. intersection. <br />A variety of techniques, including an article in the Roseville Review and posting on the Roseville <br />Issues Forum, were used to get citizen input on which intersections needed improvements. Out of <br />the total responses, the RCL Board selected 16 that had the largest citizen input. Joseph. Lux, <br />Planning Specialist for the Ramsey County Department of Public Works, reviewed each of the l 6 <br />intersections and came up with an analysis of county road intersections in Roseville that could be <br />modified to improve traff c flow. His analysis and explanation for each of the following <br />intersections can be seen on our website: <br />1. County Road B2 (CSAH 78)/Fairview Avenue (CSAH 48) <br />• Right-turn lane for eastbound County Road B2. <br />This will be cnnsidet~ed as a part of a Ramsey County project prograinmed,for 2012. <br />2. County Road C (CSAH 23)/Rice Street {CSAH 49) <br />• Right-turn. lane for eastbound County Road C. <br />This will be considered as a part of a Ramsey County project programmed. for 2012 <br />3. Rice Street (CSAH 49)/County Road C21Market Place <br />• Left-turn lane for northbound Rice Street. <br />
