sanitary sewer service will also be added to a vacant parcel on the east side of Rice Street <br />south of McDonald's. This new service includes 140 feet of 6" PVC and two new <br />manholes. <br />D. Water Main Improvements <br />The water main within the project area is mostly 6-inch cast iron pipe. Segments of the <br />existing water main along Rice Street and County Road B West are proposed to be <br />replaced. This water main is owned by the city of Roseville. The city of Little Canada <br />plans to extend water main from Park Street to Rice Street on County Road B2 as a part <br />of a separate project. In areas where water main is not being replaced, improvements <br />will be limited to relocating hydrants that will be impacted by the proposed roadway <br />construction and adjusting gate valves as necessary. The city of Roseville water main <br />replacement within the project area includes approximately 3,700 feet of new water main. <br />E. Private Utility Improvements <br />Various improvements to existing private utilities, including natural gas, electric, <br />telephone, and cable TV, will be required as a part of the proposed project. Overhead <br />utility lines exist along the west side of Rice Street for the majority of the project length. <br />The Cities of Roseville and Little Canada have elected to have the existing overhead <br />utilities buried in conjunction with this project. The Roseville portion of the estimated <br />construction costs associated with the burial of overhead utilities are proposed to be paid <br />for by a Community Requested Facility Surcharge (CRFS) to residents. Easements will <br />need to be acquired for the burial of these utilities. <br />F. Interchange Improvements <br />Ramsey County has explored multiple design alternatives for the reconstruction of the <br />TH 36/Rice Street interchange. In cooperation with Mn/DOT, the county has determined <br />that an offset single point intersection is the most effective alternative to accommodate <br />traffic volumes and address the poor intersection spacing along the Rice Street corridor. <br />The TH 36 and Rice Street interchange will be reconstructed from a standard diamond <br />interchange to an offset signal point interchange to the north of TH 36. The interchange <br />reconstruction includes replacement of the Rice Street bridge, construction of two ramp <br />bridges, construction of an infiltration basin, and the construction of a noise wall. <br />3. RIGHT-OF-WAY AND EASEMENT REQUIREMENTS <br />The acquisition of additional right-of--way and temporary construction easements will be <br />required from 26 parcels for the construction of this project. Two parcels, parcels 10 and <br />11, will be acquired in full for the proposed improvements. Parcel 8 is a Mn/DOT parcel <br />and part of the parcel will be conveyed to the county for the construction of the Capitol <br />View Avenue, private road, turnaround.
