This bond is one of a series in the aggregate principal amount of $1,000,000, all of like date and tenor except as to serial number, interest rate, maturity, and redemption privilege, issued by said Village for the purpose of defraying ex- penses incurred and to be incurred in construction of an impr~ement designated as "Sanitary Sewer Improvement No.3" of the Village of Ros8lrille, and is issued pursuant to and in full conformity with resolutions duly adopted by the Village Council after hearing as required bylaw and pursuant to and in full conformity with the constitution and laws of the State of Hinnesota thereunto enabling, in- cluding Minnesota Statutes, Chapter 429. This bond is payable primarily from the Sanitary Sewer Improvement Bond Sinking Fund of the Village, but the Council is reauired to pay the principal and interest thereof out of any funds in the treasury in the event that the moneys on hand in said fund are at any time in- sufficient to meet the payment of maturing principal and interest. Bonds of this series bearing serial numbers 1 through 500 (maturing in the years 1961 through 1970) are payable at their respective stated maturity dates without option of prior payment, but those bearing serial numbers 501 through 1,000 (Maturing in the yeaTS 1971 through 1980) are each subject to redemption and prepayment at the option of the Village on October 1, 1965, and any interest payment date thereafter, in inverse order of their serial numbers, and at a price of par and accrued interest plus a premium of $20 for each bond prepaid on or before April 1, 1970, and without premium if prepaid on or after October 1, 1970. The Village will mail notice of the call of any of said bonds for redemp- tion, not less than thirty days prior to the date specified for redemption, to the holder, if known, and to the bank at which principal and interest are then payable. Holders of prepayable bonds desiring to recei~re such notice may reg- ister their names and addresses and the serial numbers of their bonds with the Village Treasurer. IT IS HEREBY CERTIFIED, RECITED, COVENANTED AND AGREED that all acts, conditions and things required by the Constitution and laws o~ the State of Minnesota to be done, to exist, to happen and to be performed preliminary to and in the issuance of this bond in order to make ita ~r alid and binding general obligation of said Village according to its terms h~Te been done, do exist, have happende and have been perofrmed as so required; that the Village has duly determined the necessity and contracted for the construction of said impr01rement; that the Sanitary Sewer Impr01rement Bond Sinking Fund has been duly created and pr01Tision made for the support thereof by ad volorem taxes and special assess- ments to be le~ried for the yeATS and in agp;regate Bmounts not less than five pUr cent (5%) in e~cess of sums sufficient to pay the interest thereon and the principal hereof as they respectively become due, and additional taxes, if needed for said purpose, may be levied upon all taxable property in the Village, without limitation as to rate or amount; and that the issuance of this bond did not cause the indebtedness of said Villap'e to exceed any constitutional or statutory limi- tation. ITIJ WITNESS WHEREOF the village of Roseville, Ramsey C(bunty, Minnesot a, by its Village Council, has caused this bond to be executed in its behalf by the signature of its Mayor, countersigned by its Village Clerk, and sealed with its official seal, and the interest coupons appurtenant hereto to be executed and authenticated by the facsimile signatures of said officers, and has caused this bond to be dated as of October 1, 1960.
