Said bonds shall be prepared under the direction of the Village Clerk <br />and shall be executed on behalf of the Village by the signature of the Mayor, <br />countersigned by the Village Clerk, and the corporate seal of the Village shall <br />be affixed thereto, and the appurtenant interest coupons shall be executed and <br />authenticated by the printed, engraved or lithographed facsimile signatures of <br />said Mayor and Clerk. When said bonds hrore been so executed and authenticated, <br />they shall be delhered by the Treasurer to the purchaser thereof, upon payment of <br />the purchase price heretoforeagreed upon and said purchaser shall not be obliged <br />to see to the application thereof; but the proceeds thereof shall be applied <br />solely to the payment of costs incurred and to be incurred in the construction <br />of Sanitary Sewer Improvement No. 3 of the Village under the contracts for the <br />projects comprising the same which have theretofore been awarded. <br /> <br />5. It is hereby estimated that the special assessments to be levied for <br />the payment of the cost of Sanitary Sewer Improvement No.3, together with the <br />special assessments and ad valorem taxes heretofore levied for the payment of <br />costs of toher local imprrnrements heretofore financed by the issuance of Sanitary <br />Sewer Imprrnrement Bonds payable from the Sanitary Sewer Improvement Bond Sinking <br />Fund, will be sufficient, if collected in full, to produce sums at the times re- <br />quired and not less than 5% in excess of the amounts needed to pay when due the <br />principal a nd interest on all bonds payable from said sinking fund, including <br />those herein authorized. Therefore no additional tax is levied at this time for <br />the Dayment of such principal end interest. However, after the levy of special <br />assessments with respect to sanitary Sewer Improvement No.3, the Village Clerk <br />shall present to the Council an analysis of the then resources and obligations <br />of said Sinking Fund, and in the event of determination by the Council that the <br />aggregate taxes and special assessments then collectible for said fund a direct, <br />annual, irrepealable ad valorem tax for such years and amounts as may be reauired <br />to prrnride adequately for the payment and security of said bonds, in accordance <br />with the prrnrisions of HinnesotaStatutes 1957, Section 475.61. <br /> <br />6. The Village Clerk is hereby authorized and directed to file a certified <br />copy of this resolution with the Countv Auditor of Ramsey County, together with <br />such other information as he shall require, and to obtain from said County <br />Auditor a certificate that said bonds h~Te been dtuy entered on his bond register. <br />
