Staff responses are in italics. <br />Of the 382 notices sent to possible rental owners, 16 total comments were <br />received. <br /> - 4 wanted more regulation and were in support <br /> - 2 had general questions – not sure if pro or con <br /> - 10 were opposed to regulations – 4 of these were duplex owners who live <br />in one side <br /> <br />1. What is the origin and purpose of the rental ordinance? Staff Response - 15 <br />The increase of small (mostly single fa mily) rental properties has become a <br />neighborhood issue and concern of sing le family property owners over the <br />past 3-5 years. Property owners ge nerally do not like to see their <br />neighborhood go rental, but what gets them upset is the disruption to the <br />peaceful livability of the neighborh ood the rental properties sometimes <br />cause. The cause of the disruption and nature of the complaints is usually <br />overcrowding within a rental unit and having 6-8 renters results in 6-8 cars, <br />etc. Over and over the same scenario plays out; we tell the complainant we <br />suspect the renters are in violation of City Code but that the City has no <br />authority to enter the rental and enforc e this provision. Then they get even <br />more upset. “Why can’t you protect us from these? They are businesses <br />detracting from our neighborhood. Roseville used to be a nice place to raise a <br />family, not anymore!” This has been a very frustrating issue for property <br />owners and city staff alike. The main issues are occupancy loads <br />(overcrowding), parking (more cars that can fit in the driveway resulting in <br />parking on the grass, mud and dead lawn s, and parking in front of neighbors <br />homes – which results in blocking visibi lity when they leave their driveways), <br />late evening conduct, outside storage of junk and household items and <br />general exterior lack of maintenance such as home’s exterior not kept <br />painted, lawns not mowed, garbage left ou tside and in disarray, etc. Also, the <br />codes and fire staff have experienced an increasing number of interior <br />complaints and issues such as placing sleeping beds in dangerous locations, <br />adding bedrooms without permits, inad equate egress windows in basements, <br />splitting single-family homes into duplex es and duplexes into triplexes, mold <br />and water damage in places were people are renting and refusing to fix the
