2 <br />1 <br />2 <br />problem, plaster falling from ceilings after roof leaks and not fixing it, <br />general deterioration of rental units with little ongoing maintenance, common <br />areas (hallways) that smell bad (places in Roseville you would not want your <br />daughter to live in), waiting too long in the fall to turn on building heating <br />systems resulting in renters living in cold units. The goal of the program is to <br />protect the quality of neighborhood prop erty both in values and livability. <br />This protects resident’s investment in their home from those few rental <br />properties or business that would otherwise not care about the negative <br />impact that a rental property has on a neighborhood. In addition, the goal of <br />the program is to ensure that <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />all residents have access to a quality, safe <br />living environment. Staff Response below: 16 <br /> <br />Based on Ramsey County Assessor’s ta x records and Roseville utility billing <br />records the following are estimates of Roseville 1 to 4 unit rental housing <br />structures: <br /> <br />• In June 2002 – there were 154 non-homestead single family properties. <br /> <br />• In January 2005 – there were 274 non-homestead single family <br />properties. <br /> <br />• In June 2005 – there were 413 non-homestead single family properties. <br /> <br />This is a 168% increase in the last 3 years (June 2002 to June 2005) and a 51% <br />increase in the past 6 months (J anuary 2005-June 2005). Not all non- <br />homestead properties are rentals but staff estimates conservatively, based <br />upon June 2005 numbers that approximatel y 45% to 50% of the non-homestead <br />single family properties are rental. In addition, it is estimated that another 100 <br />units of homestead properties are rentals based upon differences in ownership <br />name and water bill name for the same address. <br /> <br />How many rentals are problem properties? <br /> <br />The data has not been explicitly tracke d in the past and there is no way of <br />identifying this number without making so me assumptions.
