Does the ownership side of a duplex need to be updated? Staff Response - 1 <br />No. Only the rental unit is subject to inspection and updating (which is <br />minimal – smoke detectors and ground fa ult outlets to protect renters). And, <br />there is a rental license release for fa mily or extended family renting an <br />adjoining unit. <br />20. Rents will increase based upon fees? Staff Response - With a $50 per year 7 <br />license fee the monthly costs is only $4.16 per month. A tenant would <br />probably be willing to pay that amount to be assured that the property is <br />being maintained and not a safety or he alth hazard. Typical rents in Roseville <br />for a 2-bedroom unit average $10,200 a year and $850.00 per month. <br />However, we have been to ld that many of the “student housing” rentals are <br />being charged between $1 ,500 to $1,800 per month. <br />21. Would prefer an inspection program with no fee and only periodical 15 <br />inspections. 1 st year if comply, don’t reinspect for 5 years . Staff Response - <br />In five years, based on Roseville turn over, many units will have seen 2 to 3 <br />different tenants. Five years does s eem lax and perhaps inspection every <br />other years and at tenant turnover wo uld be more sufficient. The City <br />Council determines level of funding through levy and fees approval annually. <br />If there is no fee, it would certai nly increase the required levy amount <br />(payment by all city tax payers) to co ver full program. All absentee managed <br />units must be inspected yearly or ev ery-other-year for the program to be <br />effective, successful and help to partially support it financially. <br />Staff Summary Comment - A Rental licensing program, while viewed as vital to <br />the city’s future by staff, is an i ssue being driven by Roseville citizens <br />concerned about the negative impact th ese rental or business properties are <br />having on their home’s property values an d the livability of their neighborhoods. <br />Furthermore, residents are frustrated wi th the City’s inability to address the <br />problems these type of prop erties cause. Because the city is aging this is a <br />problem which won’t be going away.
