Section 907, hereby titled RESIDENTIAL RENTAL PROPERTY REGISTRATION 9 <br />AND LICENSING is hereby created as follows. 10 <br /> 11 <br />Section 907.01. Purpose. The City recognizes a need for an organi zed inspection program of residential 12 <br />rental property with 1 to 4 units within the City in order to establish and enforce minimum standards for 13 <br />small rental units to meet City and State safety, hea lth, fire, and zoning codes within the City and to 14 <br />provide a more efficient system to ensure that the st ock of rental property within the City is properly 15 <br />maintained. The City recognizes that the most effici ent system to provide for rental inspections is the 16 <br />creation of a program requiring the registration and licen sing of all residential rental property with 1 to 4 17 <br />units within the City so that or derly inspections can be undertaken. 18 <br /> 19 <br />Section 907.02. Definitions. 20 <br /> 21 <br />1. The term “residential rental property” means any build ing, structure, room, enclosure, or mobile 22 <br />home with 1 to 4 units including the real property upon which it is located and which surrounds 23 <br />it, which is rented or offered for rent as living quarters. Residential rental property does not mean 24 <br />on-campus college housing, hospital units, nursing home units, multiple rental property over 4 25 <br />units or hotels or motels with daily rental units, all of which shall be specifically exempt from 26 <br />registration and license under this Section. 27 <br />2. The term “person” includes natural persons as well as business entities, whether one or more. 28 <br />3. The term “City” means the City of Roseville, or, th e person or entity designated by the City to 29 <br />administer and enforce this Section. 30 <br />4. The term “Roseville HRA” or “HRA” means th e Housing and Redevelopment Authority in and 31 <br />for the City of Roseville. The HRA is hereby desi gnated as the administrating entity of the City of 32 <br />Roseville Residential Rental Property Registration and Licensing Program. 33 <br />5. The term “compliance officer” means any person or entity designated by the Roseville HRA to 34 <br />perform inspections and determine compliance with the applicable rules, standards, statutes and 35 <br />ordinances. 36 <br /> 37 <br />Section 907.03. Registration and License Requirements . It is unlawful for any person to hereafter 38 <br />occupy, allow to be occupied, advertise for occupancy, solicit occupants of, or let to another person for 39 <br />occupancy any residential rental property of 1 to 4 units within the City for which an application for 40 <br />license has not been properly made a nd filed with the City and for which there is not an effective license. 41 <br />Initial application and renewal shall be made upon forms furnished by the City for such purpose and shall 42 <br />specifically require the following minimum information: 43 <br />1. Name, address and phone number of the property owner and, if owner is not a natural person, the 44 <br />name, address and phone number of a designated agent for the owner. 45 <br />2. The name, phone number, and address of any person authorized to make or order made repairs or 46 <br />services for the property, if in violation of City or State Codes, if the person is different than the 47 <br />owner. 48
