Page 2 <br /> <br />Roseville is not proposing to dedicate any new staff for t he proposed rental <br />ordinance. To implement th is type of a program, at least one new staff person <br />would be needed or there would need to be a r eallocation of existing staff. In <br />addition, the participation in this type of program requires much more commitment <br />and participation from the Police Departm ent. One of the staff members in <br />Burnsville dedicated to this program had previously worked in the Police <br />Department as part of community services . The other member of the Burnsville <br />staff worked within the Finance Departmen t in licensure of businesses. These <br />positions are fully f unded by the general. <br />5. Burnsville Program requires participation in the Crime Free Housing <br />Program – Currently, Roseville Police D epartment participates in the <br />Northeastern Suburb’s Crime Free Mult i Family Housing program and attends <br />meetings on an as needed basis. Burnsville coordinates the Crime Free Housing <br />program internally and it is very active with monthly meetings . Roseville Police <br />Department would need to implement a Ro seville program and become much <br />more involved with the staffing and administration of such e fforts. Currently, there <br />is no staff or financial resources in the Roseville Police Department to undertake <br />this type of program. <br />6. Burnsville requires that all rental pr operty leases include a crime free lease <br />addendum . This is a good idea that could be incorporated into the Roseville <br />ordinance. The lease addendum is a powerful tool to assist property owners in <br />dealing with troublesome tenants. The adde ndum, signed at the same time as <br />the lease document, stipulates that any instance that a tenant breaks a law <br />while on site would allow the lease to be broken. Basically, the addendum <br />provides the property owner a legal method to break a lease with a tenant <br />who breaks the law. Roseville could consider incorporating this type of <br />requirement or at least make that s uggestion to rental property owners when <br />license notices are mailed. <br />7. Overall Summary - There are many component s within the Burnsville <br />Ordinance that are very positive and would go a long way to increase the <br />communication between the City Codes Department, Police Department and <br />Rental property owners and renters. This would have a positive impact on <br />neighborhoods in Rosevill e. Any program that promotes neighborliness, <br />interaction and respect for others should be evaluated now and in the future. <br />However, currently with limited fi nancial and staff resources, the <br />implementation of a “Star” type program would just be ink on the paper and <br />not be effective. The policy makers should, however, cons ider and evaluate <br />the merits of hiring or reallocated sta ff to dedicate the time to this type of a <br />“Star” program in the future. This type of a position could al so be associated <br />with a general neighborhood ombudsman duties discussed in previous years.
