<br />Staff comments on <br />Burnsville Rental Ordinance <br />To: Roseville HRA Board <br />From: Cathy Bennett, Executive Director <br />Date: January 17, 2006 <br />Attachment: City of Burnsville Rental Licensing Ordinance <br /> <br />The Roseville City Council requested that the HRA and City staff review the <br />Burnsville Rental Ordinance and prepare comme nts relating to that ordinance and <br />the proposed City of Roseville Ordinance. The following are general comments <br />relating to the review of the Burnsville Ordinance as well as through discussion with <br />staff in Burnsville. <br />There are several similarities with regards to the component of the Burnsville and <br />Roseville Ordinances. However, there are some significant diff erences. The memo <br />highlights the primary differences. <br />1. Burnsville Ordinance covers both single family and multi-family – Roseville <br />HRA has recommended that a program be implemented first for single family <br />rental properties where most of the comp laints have occurred and have the most <br />significant impact on neighborhoods. <br />2. Burnsville Ordinance does not re quire an annual inspection and <br />inspections are required only if there is a violation discovered . Staff <br />perspective is that it would be difficult to determine health and safety violations <br />without a systematic approach for all properties involved. Also, the program <br />becomes more subjective and open to individual interpretation of when there is a <br />violation. With a systemati c approach to inspection, a ll properties associated with <br />the ordinance are being treated equally. <br />3. Burnsville Ordinance does not re quire an annual inspection fee . The City <br />Council sets the annual fee. However, ther e is a cost for the implementation of a <br />program. Burnsville has made a commitm ent to fund the progr am without fees. <br />4. Burnsville Program includes benefits and waiver of f ees and inspections <br />for participating in the City “Star Program”. This type of a program is very <br />staff intensive. Burnsville has dedicated 2 full time staff to adm inister the program <br />elements which include increased communi cation with rental property owners, <br />monthly meetings, training, signage, plaques and participant verification. <br />1
