Staff Approval: Agenda Section: CB ACTION Item Description: Alternatives and Recomme ndations for a City of Roseville Rental Licensing Ordinance (HF0036) 1.0 Requested Action: 1.1 Review and discuss alternatives for addr essing changes within Roseville neighborhoods associated with rental housing and housing maintenance issues. 1.2 By motion, make recommendations regarding th e proposed rental licensing ordinance and housing issues to be forwarded to the City Council. 2.0 Background on Process: 2.1 The HRA held a public hearing on January 17, 2006. The staff presentation and public comments are summarized in the meeting minutes attached to the meeting packet. In addition, attached are additional comments received by email after the meeting. 2.2 Based upon the comments and questions at the pub lic hearing, staff has prepared a list of alternatives for HRA consideration. (Attachment Memorandum) 2.3 The Roseville City Council adopted the Intern ational Property Maintenance Code on January 30, 2006. Community Development Director Denni s Welsch will provide a summary of the IPMC and a comparison of how the new code w ill address issues not covered in Roseville’s existing code relating to housing maintenance. 2.4 In addition to the HRA public hearing, the Ro seville City Council held a public hearing on November 28, 2005 regarding the proposed rental ordinance (Proposed City Code Section 907) as well as a Property Maintenance Code (Proposed City Code Section 907). 3.0 SUGGESTED ACTION: 3.1 Review and discuss alternatives prepared by staff as attached. 3.2 By motion, make recommendations regarding th e proposed rental licensing ordinance and housing issues to be forwarded to the City Council.
