1 <br /> <br />Options regarding proposed <br />Rental Ordinance in <br />Roseville <br />To: Roseville HRA Board <br />From: Cathy Bennett, Executive Director <br />CC: Dennis Welsch, Roseville Community Development Director <br />Date: February 8, 2006 <br />Attachment: Public Hearing Comments <br /> <br />Based upon the public hearing comments a nd discussion with Roseville staff, the <br />following are possible options associ ated with a proposed Rental Licensing <br />Ordinance in Roseville for the HRA Board’s review and consideration. Staff is not <br />recommending one option over the other. Seve ral, not just one, of the options could <br />be recommended by the HRA to the City C ouncil as part of this process. <br />Regardless, some action needs to be taken to continue the mom entum generated by <br />the housing maintenance and rental issues in the community. <br />A. Delay Action & Reevaluate in One Year – The City of Ro seville has adopted a <br />Housing Maintenance Code which provides for clearer definition and direction <br />regarding housing code compliance issues. With this new code, the City could <br />evaluate its effectiveness on code issues and rental housing and revisit a rental <br />licensing program after one year. Additional staff may be needed during periodic <br />times throughout the y ear (primarily spring-fall) to address the increase in code <br />compliance calls associated with the ordi nance regardless of a rental licensing <br />code. The HRA could assist with this e ffort and use its approved levy funds to <br />help hire a contract inspector on an as needed basis. <br />B. Establish a Citizen Advisory Group on Rental Housing. Request that the City <br />Council establish a citizen advisory gr oup to review and study the issues <br />associated with rental properties includi ng the review of Roseville’s draft <br />ordinance, request additional public comment regarding the increase in rental <br />housing, housing maintenance and student housing and prepare a modified <br />rental ordinance or other options to address neighborhood resident concerns. <br />The group could include key stakeholders such as residents concerned about <br />rental housing, rental owner s, renters and a representa tive from Northwestern <br />College. Part of the f unds dedicated to the rental licensing program could be <br />used to help fund facilitation and meeting costs for the citiz en advisory group on <br />rental housing. <br />
