Page 2 <br /> <br />C. Establish a Citizen-Lead H ousing Visioning Process. Request that the City <br />Council conduct a citizen-lead visioning process with a special focus on housing <br />issues in Roseville. This is a more detailed and global look at housing to address <br />such issues as affordability, nei ghborhood balance, life cycle housing, and <br />diversity. Subjects to study and addre ss could include rental housing, group <br />homes, lot sizes, redevel opment standards, infill devel opment, design standards, <br />open space, etc. Such as process w ould take most of 2006 with policies and <br />programs recommended for 2007 implementati on. The process would come at a <br />cost and the HRA could suggest that they help fund the housing visioning <br />process through the levy funds bu dgeted for rental housing in 2006. <br />D. Do Nothing but Increase E ducation & Communication - Create an <br />ombudsman for renters to help solve r ental problems. Create an education <br />program for our renters on wh at they should expect such as the bill of rights <br />for Roseville renters and common code compliance and maintenance <br />requirements. This program would be at a cost either for a part time <br />ombudsman (hired or contracted) or increased communication pieces and <br />mailing costs. <br />E. Adopt the Rental Ordinance with the following modifications. . <br />a. No annual inspection required. <br />b. Small licensing fee - $25 with a $5 renewal fee if no tenant or <br />ownership changes. – The will help the City to understand where and to <br />what extent there are small rental pr operties in Roseville and helps make <br />the data better and more effective. <br />c. Only have the authority to inspect if there is a complaint or violation <br />observed. Inspection fee passed onto the prop erty owner – if they don’t <br />pay – it is assessed onto their taxes. <br />d. Utility Bills – remains as currently established. If not paid – assessed to <br />property taxes. <br />F. Adopt as proposed with no modifications. <br />G. Consider adopting a rental unit licen sing program for all units (large and <br />small), effective in 2007. Work with the Roseville Fire Department to do the <br />inspections. Pay the added cost of their salary from the HRA Levy funds. Create <br />a voucher system (say 50% refund on fee) for the rental owners that request a <br />certified inspection as the unit’s turnover be fore releasing. It is estimated that <br />there is a 30% turnover rate within all rental units in Roseville. <br />H. Request Planning Commission to review a minimum/maximum parking <br />within the zoning code. <br />I. Other options as brought forward by HRA Members.
