Department Approval: Manager Approval: Agenda Section: <br /> Action Item Description: Establish Priorities for Ramsey Count y Community Development Block Grant <br />and Housing Investment Partnership Act Funds for 2006 <br />1.0 Requested Action <br /> <br />City staff is requesting the annual HRA appr oval of Housing Priorities for the Ramsey <br />County Community Development Block Grant (CDBG) and Housing Investment Partnership <br />Act (HOME) Funds for 2006 <br /> <br />2.0 Background <br /> <br />2.1 In 2005, the HRA adopted priorities based upon previous County priorities, the HRA <br />housing goals as outlined in the HRA Housing Plan per resolution no.13. <br /> <br />2.2 This year at the annual Ramsey County CDBG and Home Funds workshop the County <br />presented the following priorities with no modifications from 2005. <br />1. Housing which includes the following: <br /> <br /> Rehabilitation of Owner-Occupied Single Family Houses (including energy <br />efficiency improvements) <br /> Homeownership for First Time Homebuyers who are low to moderate income <br /> Rehabilitation of Rental Property Large and Small <br /> Removal of Dilapidated Structures (single family homes, commercial buildings, both <br />require eligible re-use of the property, limited to benefiting low and moderate income <br />persons.) <br /> New Affordable Housing Construction – Families and Seniors (may include <br />multifamily, townhouses, assisted living and acquisition of land for low-income <br />single family home ownership) <br /> Rehabilitation loans for eligible Condominium and Townhome developments. <br /> Housing Land Trusts <br /> <br />2. Neighborhood Revitalization <br /> <br /> Includes a combination of eligible activities. However, due to the statutory <br />restrictions on the use of CDBG/HOME funds, not all projects in these categories are <br />eligible. This category is narrowly focused to directly benefit low and moderate
