RHRA – 2006 County Priorities 02/21/06 - Page 2 of 2
income persons
This may include Mobile Home Park preservation

3. Infrastructure Improvements

limited to eligible low/mod areas

4. Job Creation

May include business loans to purchase equipment/machinery, acquisition of land for
business/industry, commercial building rehab. All business loans must create head of
household jobs, at least half of which must be made available to low and moderate
income households.

3.0 Staff Recommendation

3.1 Based upon previous HRA priorities for County Funds, the HRA goals outlined in the
Housing Plan, and 2006 priority action steps, staff recommends that the HRA set the
same top priorities as summarized in section 2.3 with “Housing” as the number one
priority use of CDBG and Home Funds for 2006.

4.1 The CDBG and Home funds for 2006 are a ssigned by the County HRA based upon their
priorities and the responses from Ramsey County Municipalities. The funds that are
assigned to the categories can be shifted base d upon the level of requests and applications
that are submitted throughout the year. The Ro seville HRA is one of a few cities which
annually sends a resolution with recommended priorities and the County HRA appreciates
the feedback.

5.0 Suggested Council Action

By motion, adopt resolution no. 19 establishing the priorities for use of CDBG and HOME
funds for 2006.

Prepared by: Cathy Bennett, 792-7015
