All business loans must create head of <br />household jobs, at least half of which must be made available to low and moderate <br />income households. <br /> <br />3.0 Staff Recommendation <br /> <br />3.1 Based upon previous HRA priorities for County Funds, the HRA goals outlined in the <br />Housing Plan, and 2006 priority action steps, staff recommends that the HRA set the <br />same top priorities as summarized in section 2.3 with “Housing” as the number one <br />priority use of CDBG and Home Funds for 2006. <br /> <br />4.1 The CDBG and Home funds for 2006 are a ssigned by the County HRA based upon their <br />priorities and the responses from Ramsey County Municipalities. The funds that are <br />assigned to the categories can be shifted base d upon the level of requests and applications <br />that are submitted throughout the year. The Ro seville HRA is one of a few cities which <br />annually sends a resolution with recommended priorities and the County HRA appreciates <br />the feedback. <br /> <br />5.0 Suggested Council Action <br /> <br />By motion, adopt resolution no. 19 establishing the priorities for use of CDBG and HOME <br />funds for 2006. <br /> <br /> <br />Prepared by: Cathy Bennett, 792-7015
