Public Hearing <br /> <br />Public Hearing for Proposed City of Rosev ille Rental Licensing Ordinance (HF36) <br /> <br />Chair Majerus opened the hearing by explaini ng the process and requested Executive Director <br />Bennett to provide a brief history and verbal su mmary of the proposed ordinance. Permits <br />Coordinator Don Munson and Codes Official Rick Ta lbot were also available to clarify data and <br />answer questions. Ms. Bennett noted that studies completed by the HRA regarding this issue and <br />comments received in 2004, 2005 as part of the neighborhood meetings. She explained the <br />purpose of the ordinance and listed the most common issues. Ms. Bennett explained the land use <br />code complaints that are related to rental prope rties. She then explained the proposed ordinances <br />and a checklist that will illustrate the types of issues that would be inspected. Ms. Bennett <br />explained the exceptions to the ordinance and en forcement process. Mr. Talbot explained some <br />of the types of code compliance issues he has encountered in the past two years. <br /> <br />Member Millasovich asked if the rental violations are primarily from small 1-4 unit buildings. <br />Talbot explained that most complaints are fro m 1-4 unit buildings, noting that larger rental <br />complexes are professionally managed. <br /> <br />Chair Majerus asked for numbers of units that were not in compliance. Mr. Munson explained <br />the extrapolation of the statistics throughout the community. There are a number of repeat <br />property violations. Chair Majerus asked for details of the check list of rental inspections (similar <br />to HUD inspections). Chair Majerus asked if th e staff had reviewed the seasonal or phased in <br />approach to inspection, perhaps by section. <br /> <br />Chair Majerus invited the public to comment a nd asked that each person state their name and <br />address for the record as well as complete the sign in sheet. <br /> <br />Georgina Hall, 385 Transit Street, stated that she was a representative of the League of Women <br />Voters and although the organization has no opinion on the ordinance they did hand out a list of 5 <br />questions that they would like answered. Bennett noted that they questions and answers would be <br />posted online. <br /> <br />Jim Krautbauer, 3033 Rice Street, explained that he has worked with Mr. Talbot on code <br />violations relating to one of his rental properti es and felt that there was no need for an ordinance <br />to address compliance issues. Felt that the ordina nce sends a message that the City does not want <br />renters in Roseville. Maintaining grass and parking is not only a rental issue. He stated that 80% <br />of the complaints are for owner-occupied units in the city. Renters have organizations to support <br />them and make sure that landlords are providing them with safe housing. Competition keeps
