rental property in good repair. Rental properties pay more taxes because they are non-homestead
(not true anymore in Roseville – no homestead tax credits provided). Perhaps the problem is a
decrease in ownership units in Roseville and asked why Roseville is getting more rental units.
Do not over govern and create a tax burden on rent al properties. Landlords must post the owners
names already within the unit.

Mike Heffernan, 2244 Dale Street, disagreed th at the City staff has note taken care of the
problems. The numbers of complaints were mos tly single family owner occupied properties.
There must be budget short falls and Ri ck Talbot needs additional staff.

Member Maschka asked how the City can address parking in single family areas. Heffernan
suggested parking passes. Overcrowding is due to new landlords not knowing the codes.

Jim Badzinski, 385 Owasso Blvd, agrees with pr evious speakers and suggested paved parking
requirements for all property owners. He expressed concern regarding proposed ordinance section
907.13 – three strikes or tenant violations. This holds the landlord responsible for tenant behavior
which is difficult for a landlord to control.

Arnie Albrecht, 362 N. McCarrons noted that the rental ordinance is a serious invasion of renter
privacy. This does not require a search warrant a nd should not be done. Why is interior adequate
for owners but not renters? Need more help with code compliance. The ordinance has unknown
costs. What are the legal costs? Will a short fa ll be borne by the renter or by tax payers? It
would take a fee of $300 per unit to support th e program. Licensing is counter productive to
affordable housing. Why is there an exemption for relatives? What is the appeal process – why
appeal to the HRA when they are the manager of the program? Why are utilities billed to the
landlord, is there a problem with the current pr ocess? The landlord will put a flat charge on the
renter which will increase the rent. There will be no incentive to conserve water. The city needs
to learn to enforce existing problems.

Ron Bartz, 1499 Clarmer, lives adjacent to rental property with 7-8 renters in one home.
Landlords and neighbors are separate issues. He expressed concerns about overcrowding within
units – the landlords must be involved in the licen sure and supports the ordinance. The City can
not enforce overcrowding through the zoning code.

Joel Weiss, 2720 Dale Street, asked if a car park ed on the grass is a violation and if it is why
police can’t enforce it. The proposed program is onerous because of a few bad cases. He noted
that everyone should pay more taxes to address the issues as a whole rather than just address
rental property.

Mike Tracey, owns rental properties in Roseville and asked the HRA to look at the issue from a
renter perspective. The landlord lease should cont rol parking. Focus on the problem rather than
groups of people.

Brian Larson, 182 Skillman, asked for details of exemptions for owner occupied units. When
there are problems with evicting the renters the landl ords should not be penalized. This is a better
ordinance than the first version.

John Abler, duplex owner, asked for details of overn ight parking on City streets. The solution is
for a problem that does not exist. The ordinan ce needs more work. Concerned with section 907-
03 and inspection process with 60 day delay. Should look at Anoka licensing program.
