RHRA_ Rental Licensing Review Pro cess (03-21-06) - Page 2 of 3 <br /> <br />3.0 STAFF RECOMMENDED PROCESS: <br />3.1 Define the Purpose of the Citizen Advisory group <br />a. Purpose: Review and study issues associated with single family and small (duplex, <br />triplex and fourplex) rental properties in Roseville with a citizen based advisory <br />group. The advisory group would be charged with reviewing the Roseville’s draft <br />ordinance, evaluating the background data and complaints, requesting additional <br />information and seeking additional public comment from a broader based group of <br />residents such as those living next to re ntal housing, people living in rental housing <br />and landlords. <br />3.2 Define the Citizen Advisory group Expected Outcome <br />a. Expected Outcome : Gain a full understanding of the issues associated with small <br />rental housing in Roseville and make r easonable recommendations to the RHRA to <br />address areas of concern. The recommenda tion should address current and future <br />issues, solutions to those issues and staffing and budgetary impacts. <br />3.3 Process for Selection of Citizen Advisory group Members <br />a. Seek members with the following backgro und through an application process. <br />Maximum 10-12 people <br />i. Single Family Rental Property Owner – Non-resident (1) <br />ii. Duplex, Triplex of Fourplex Owner – resident (1) <br />iii. Resident renting property in Roseville (1) <br />iv. Residents living next to rental propert y in Roseville (1 – single family & 1- <br />duplex, triplex or fourplex neighbor) <br />v. Resident at large (1) <br />vi. Northwestern College representative (1) <br />vii. HRA member (1) <br />viii. Planning commission member (1) <br />ix. Human rights commission member (1) <br />x. Multi-Family Housing Association Member (1) <br />xi. Two staff resources - nonmember (HRA staff and Community Development <br />staff) <br />3.4 Estimated Duration of Process <br />a. March - Approve process <br />b. April - Make the selection of the members <br />c. Late April, May - Begin Meeting - 2 meetings per month <br />d. July/August - Expected Completion of process
