RHRA_ Rental Licensing Review Pro cess (03-21-06) - Page 1 of 3 <br /> REQUEST FOR HRA ACTION <br />Date: 3-21-06 <br />Item No: 8.d. <br />Staff Approval: Agenda Section: <br />CB ACTION Item Description: Process for Further Re view of Rental Housing Issues (HF0036) <br />1.0 Requested Action: <br />1.1 Discuss City Council suggestion for a process to review the rental housing issues per the <br />HRA’s recommendation adopted at the February meeting. <br />1.2 If the Council supports the HR A’s recommendation for a Citizen Advisory group by motion, <br />adopt a process for proceeding with adviso ry group participation, facilitation and purpose <br />per the suggestions provided by staff in this report and with additional HRA input. <br />2.0 Background: <br />2.1 The Roseville City Council will be discussing the HRA’s recommendations regarding the <br />Rental Housing and Housing Change in Roseville at their March 20 th work session. Staff <br />and HRA members present will provide a summary of that discussion for the HRA at the <br />meeting. <br />2.2 As adopted by the HRA in February the reco mmendation that was forwarded to the City <br />Council is as follows: <br />Roseville HRA’s Recommendation regarding Rental Housing and Housing Change in <br />Roseville <br />Adopted by the HRA Board on February 21, 2006 <br />The HRA discussed several options associated with the rental licensing ordinance and is <br />recommending the delay in action on the establishment of a rental licensing program to <br />more fully evaluate the affects of the Council adopted Roseville Housing Maintenance <br />Code. The HRA is willing, with Council support to reallocate the HRA budget for rental <br />licensing to fund necessary contracted inspect ion staff to successfully help address the <br />increase in code compliance generated by the Housing Maintenance Code . <br />In addition, the HRA is seeking City Council support in the establishment of a Citizen <br />Advisory Group to more fully review and study the issues associated with rental properties <br />including the review of Roseville’s draft ordinance, evaluation of data and complaints, and seek <br />additional public comment from neighbors living ne xt to rental housing, people living in rental <br />housing and landlords. The group could include ke y stakeholders such as residents concerned <br />about rental housing, rental owners, renters a nd a representative from Northwestern College. <br />This process, funded by the HRA, would help bring the community and stakeholders together to <br />prepare options that work for all parties. <br />The HRA is also seeking Council’s support to participate in the Council visioning process <br />regarding housing issues in Roseville . The housing component of the visioning process would <br />address affordability, neighborhood balance, life cy cle housing, and diversity. Subjects to study <br />and address could include neighborhood changes, lot size standards, redevelopment standards, <br />infill development, design standards, open space, etc.
