Mr. Lindgren explained the need for an architect after they spent many months with a <br />design/build firm and were not happy with the results. Instead of settling on a design that was not <br />satisfactory, they took the risk and spent more money on an architect with the hopes that they <br />could supplement that cost through this progr am. However, they understood that it was not a <br />guarantee and were never lead to believe that it was. They want to stay in Roseville and are <br />committed to the neighborhood. <br /> <br />Chair Majerus suggested looking at an ad justment to the program in the future. <br /> <br />Member Kelsey noted that this program was set up for the households that could not afford an <br />architect. <br /> <br />Member Bean noted that most people who hire an architect do go through the process regardless <br />of the grant award but that they are able to supplement the project with additional funds and <br />lessen their financial burden. <br /> <br />Director Bennett explained the DRC review comments and Phase I and Phase II of the project <br />improvements. Mr. Lindgren suggested that Phase II was two years in the future. The <br />neighborhood is turning over with more families and he believes more will change in the near <br />future and there will be more renovations such as his. <br /> <br />Chair Majerus suggested tabling this issue for one month so that the HRA can review the criteria. <br />The applicant was asked to find the appraisal done when the home was purchased in 2004. <br /> <br />Member Kelsey asked if staff was to be given direction. (Yes) <br /> <br />Motion: Chair Majerus moved, seconded by Member Kelsey, to table this application until the <br />next meeting and direct staff to review criteria of the program, review the goals of the program, <br />define median value of the property and homes in Roseville and then review the program against <br />the Lindgren home at 3103 Asbury <br /> <br />Bean stated that she wished to act on the proposal now, and then review the program criteria next <br />month. The house is substandard, the lot is larg e. The proposal is helping a family with young <br />kids which are an HRA goal. The home is in poor condition and unde rsized, the HRA should <br />help ensure that the home is upgraded. <br /> <br />Scheunemann suggested consistency, thinking th rough the request for the Lindgren’s, the HRA <br />needs to abide by its program requirements. <br /> <br />Director Bennett explained her logic in the review, including the house value shift from $105,000 <br />to $45,000 and there must have been a reason for the assessment change which she felt was due <br />to the recent purchase and understanding that the home was not is good condition. <br /> <br />There was no vote taken on the motion. <br /> <br />Motion: Member Millasovich moved, seconded by Member Bean, to approve the Lindgren <br />application with an exception on criteria 1. <br /> <br />Ayes: 3 <br />Nays: 3 <br />Motion carried.
